<br /> Section 3(b): Key Staff Resumes 8 <br /> FRANCIS BLOM <br /> Mr. Blomjoined Lynx Technologies 28 months ago as a GIS Technician and has a solid understanding of <br /> GIS principles and practices. He has experience working in several environments including ArcInfo, <br /> ArcView, AutoCAD Map, and ArcCAD. His most recent projects include the conversion of GIS data sets <br /> for the Southern Alameda County GIS Consortium and the City of Burlingame's GIS Implementation <br /> Project. Both projects required extensive photo-interpretation and heads-up digitizing using digital <br /> orthophotography. Indeed, the Burlingame project required a horizontal accuracy of2Y> feet which Frank <br /> generally exceeded 95% of the time. Coverages created included: 1) planimetric features, 2) water, sewer, <br /> and storm drain infrastructure, parcels, and city-owned easements. For all coverages, topology and feature <br /> attributes were required in addition to annotation. He has an eye for detail and thoroughly understands <br /> cartographic principals so that there is extreme confidence that the project's data is not only accurate but its <br /> final presentation will be readily accepted by the client. <br /> Prior to Lynx Technologies, Frank worked for nearly 12 years in Holland for various engineering firms, <br /> working on infrastructure and HV AC design and conversion projects. <br /> LYNDA ANASTACIO <br /> Ms. Anastacio joined Lynx Technologies as a GIS Technician in 1998. She has a reputation for hard work <br /> and attention to detail and we look forward to her diligence on the Quality Assurance phase of this project. <br /> Her most recent projects have been geo-coding for the cities of Livermore, Pleasanton, and Burlingame. <br /> Through these projects she has been required to work independently and solve numerous addressing <br /> problems which involved working with city's staff. <br /> RICH HENRY <br /> Mr. HeillY has been with Lynx Technologies for over three years as a GIS analyst. He holds a Bachelor of <br /> Arts degree in Bio10gy/Natura1 Resource Management and has taken recent applied GIS coursework at San <br /> Jose State University. He has played a key role in the development of many GIS products for Lynx <br /> Technologies. Most recently he completed an ArcView based program for the Redwood City planning <br /> department that includes zoning and public noticing applications. The software is being used for current <br /> Lynx Technologies City of Redwood City Street Lighting GIS Project <br />
