Approve warrants dated through May 10, 2004 and usual and necessary payments through May 24, 2004; (301) MINUTE ORDER 04 -89 M/S Howard /Pierce to adjourn the Redevelopment Agency meeting. The motion passed by a unanimous voice vote. 7. PUBLIC HEARINGS A. Appeal of the Zoning Administrator's approval of a Planned Development Amendment at 2 Dillon Lane to allow for a second story balcony addition to an existing two -story single family residence located in the Valota Place Planned Development (item continued from March 22, 2004)) (603) Mayor Ira stated that the public hearing on this topic was closed on March 22, 2004 and that this item had been continued by Council in order to receive additional information from staff. Associate Planner Lyon_stated he was presenting additional considerations for the 2 Dillon Lane appeal. On March 22, the public hearing was closed and the item continued for 60 days to provide the opportunity to clarify the criteria within the zoning ordinance with respect to planned development amendments, and secondly, to obtain some additional historical background information on the project. He continued to explain the criteria associated with planned development amendments. Council Members asked various questions of staff and made comments. M/S Bain /Ruskin to uphold the appeal and do not allow the balcony to be built. The motion failed by the following vote: Ayes: Council Members Bain, Ruskin and Mayor Ira.
