Council Members commented on the motion prior to voting. <br />M/S Pierce /Howard to deny the appeal, allow the balcony to be built with <br />the condition that additional screening with landscaping to address the <br />concerns of both the immediate neighbors and those across the way be <br />applied. The motion passed by a majority voice vote with Council <br />Member Bain voting no. MINUTE ORDER 04 -90 <br />8. STUDY SESSION <br />A. Capital Improvement Program — FY 2004 -2005 and FY 2005 -2006 First Study <br />Session (505) <br />Supervising Civil Engineer Chang explained the program utilizing a PowerPoint <br />presentation and answered questions of Council. He summarized by stating that <br />there are eight funding sources to support the Capital Improvement Program. In <br />2004/05 the proposal is for a budget of approximately $13,536,864 and in 2005/06 <br />the proposal is for $10,287,000. <br />City Manager Everett clarified that various funds are designated for specific use <br />and therefore cannot be transferred to the General Fund. <br />Council Members reviewed and provided direction to staff regarding the FY 2004- <br />2005 and FY 2005 -2006 Capital Improvement Program (CIP) Expenditures and <br />Priorities. <br />9. STAFF REPORTS <br />A. Approval of the Draft Transportation Expenditure Plan for the Extension of <br />Measure "A." (702) <br />Interim Manager, Engineering and Construction Manager Lynch stated that the <br />various agencies in San Mateo County must approve the Plan for the extension. <br />He further explained the many benefits of the Measure, if approved. <br />Public Comment: <br />Morton Frank, as a citizen and a member of the Citizens Advisory Committee of <br />the Transit Authority, urged support and approval of the Plan.
