No person, includiag firms, co�panies, or corpora- tions, shall place or cause to be pl,�ced any bench, seat or chair within any public riqht of �ay and without first sec�tring a permit from the City Man�qer. SE�TIOATT 2. Applications fcr bench and seat permits shall be filed with t}�e City lriaanager cn foruas provided by the City Manager. 3ECTIOI� 3. Every applicatioa shall contain the following: (a) T�ie na�ae and address of the applicant. (b) The proposed location of the bench or seat. (c) �he naune and mailing address of the adjacent _ property owner. (d) The,� descripticn of the type, design and construetion of any bench or seat for which a per�ait is desired. SECTIO� 4. Every application shall be accompa�ied by the written consent of the awner of the property adjacent to the pro- � posed location, consenting to the placi.ng of th� bench or seat adjacent to his property. SSCTIO�T 5. The City Manaqer shall grant the permit if he finds that the proposed location will aot interfere with the aormal flow of pedestriaa or vehicular traffic.
