The Council shall hold a public hearing within <br /> th irty days of the filiag of an application. Th�e City Clerk shall <br /> fix the date of the public hearing and ahall give notice of such <br /> h�ariuq by maili.nq a postal card notiee at least five days prior <br /> to such hearing to the �embers of the Council and to the cn�ers <br /> of property Within a radius of three hundred feet (300') of the <br /> property to whieh the building is to be moved, as said owners <br /> are shc�wa on the last eqnalized assessment roll i.n the office <br /> of the City Assessor. The failure of aay property awner or <br /> Councilman to receive such notice shall not affect the validity <br /> of the heari.ag. The failure of the Couacil to act upon the �p- <br /> plication within thirty days shall be deemed to be an approval <br /> of the applicatioa. <br /> SECTION 7. Upon filing of an application pursuant to Sec- <br /> tion 2 of this ordi.nance, the Buildinq Iaspector �all inspect <br /> the buildi$g and shall report on its structural coaditien at the <br /> hearing. The Building Inspector shall include in his report his <br /> recommendations with respect to the imposition of conditions as <br /> specified in Section 9. <br /> SECTIObT 8. No permit shall be granted unl�ss the Couneil <br /> finds that the granting of such application will not under the <br /> circumstances of the pa=tieular case be detrimental to the public <br /> �elfare or injuricus to property or improvements. <br /> SECTI�N 9.
