� �, . . �, � SECTION 3. Number. Wherever used in this ordinance the s ingu lar numbe r inc lude s the p lura 1 and the p lu ra 1 inc lude s the singular. SECTION 4. Enforcinct Authority. It shall be the duty of the Parn s�pe��.ntendent to administer and enforce the provisions of this ordinance. SECTION 5. Master Tree List. It sh.all be the duty of the Parl� Superintendent to determine the types and species of trees suitab le and desirab le for planting and to determine the areas in which and conditions under which such trees may be planted in, or overhang, the public streets within the City. Such determina- tion shall be made by the Park Superintendent who may consult with others equally familiar with the subject of such plantings, such as landscape architects, arborists, nurserymen and park executives. When such determinations have been made the Park Superintendent shall report his findings in writing to the City Nlanager. When approved by the City Manager said report shall be known as the Master Tree List, shall be placed on file in the office of the City Clerk, and shall thereafter be the official determination of the Superintendent. Revisions or changes in said Master Tree List may be made from time to time by the Park Superintendent, in the manner described hereinabove for the development, approval, and filing of the original Master Tree List. SECTION 6. IInlawful Plantinqs. No person shall plant any tree in a pub lic street, nor shall any property owner permit any tree to overhang a pub lic street, unless either (a) such tree is listed on the Master Tree List or (b) a written permit from the Park Superintendent shall have first been obtained to plant a tree not on said list.
