<br /> 'I . I . - <br /> Mr. Day of BFI described how the proposal for enviromnental days and elimination of the <br /> end of the month pick-up would be cost effective and meet the goals of AB 939. Mr. Day <br /> L- said the "can migration" to the end of the month pick-up created lower than expected <br /> revenues. He agreed that the extensive use of the end of the month pick-up necessitated <br /> the recent increase in the refuse rate structure. <br /> After individual Council Members expressed their support of a proposal for a yard waste <br /> program to reach AB 939 goals if it was revenue neutral (Councilman Leipzig asked that it <br /> not be called enviromnental day), Councilman Claire asked again for an explanation of <br /> how this proposal would not cause monthly bills to rise if the end of the month pick-up <br /> were eliminated and people then had to discard that refuse in their regular refuse pick-up <br /> days and would need more cans to do so. <br /> City Manager Everett said if the proposal was approved the Council could adopt a rate <br /> structure that would charge less per can than the current structure, thereby reaching the <br /> revenue neutral goal of the program. The end of the month refuse would be put into the <br /> revenue stream allowing for the lower rate. <br /> Mayor Hartnett said he was disappointed. The proposal as explained in the report <br /> indicated eliminating the end of the month pick-up and adding the enviromnental days <br /> would result in paying the same rate as currently in place. Mayor Hartnett said that <br /> apparently was not the case and the implication to the public would be they were being <br /> charged for the green waste. Mayor Hartnett said, that being the case, he could not now <br /> - support the proposal. <br /> Councilman Claire said he remembered when the end of the month service was instituted. <br /> He said the original goal was to encourage people to clean up garden debris around their <br /> homes, and it worked. Councilman Claire said had the definition of debris been clearly <br /> articulated there wouldn't be a problem now. Councilman Claire suggested the City go <br /> back to that original goal and have the end of the month pick-up for green waste only. <br /> MEMO 4/2/96 <br /> Mayor Hartnett suggested this matter come back to the Council with the comments of the <br /> Council incorporated in a new proposal, including alternatives and their implications. <br /> MEMO 4/2/96 <br /> Councilman Leipzig said the original goal to clean up Redwood City was a good one, and <br /> suggested the City not move away from that goal.
