<br /> MEMO 4/2/96 <br /> In response to Councilman Ruskin's questions regarding the proposal to share cost <br /> savings with BFI, Mr. Hilton said that guarantee only applied to the recycling program, <br /> BFI had been operating at a loss on refuse pick-up, and at this point a cap was in place, but <br /> no cost savings had been achieved. <br /> Mayor Hartnett asked if anyone in the audience would like to speak to this issue. <br /> Dr. Steven Howard, 807 Katherine, said the people of Redwood City had been especially <br /> good at using the system. They had used the end of the month pick-up as a way of <br /> decreasing the number of cans thereby decreasing their bills. This practice had cut into the <br /> revenues of BF1. Dr. Howard said the proposal was a trade of 6 cans of anything with 6 <br /> cans of green so that people will pay for the cans they use for their non-green materials. <br /> Dr. Howard said there is no incentive to sort out green material in this program for people <br /> who are now putting a small amount of green waste in their normal refuse cans and would <br /> not be able to decrease the number of cans they need with an enviromnental day. He <br /> suggested that people who don't have any green waste should have a lower rate. Dr. <br /> Howard said people are good at using whatever system is in place, and he did not want to <br /> see the elimination of the end of the month pick-up cause people to dump refuse <br /> somewhere else. He said he would prefer a program where BFI, determined by the City to <br /> be the most cost effective company around, would clean up everything, and institute a <br /> program that took away any incentive to beat the system. Dr. Howard said he would <br /> prefer to pay a few bucks more each month to have a cleaner City. <br /> CONSENSUS: Mayor Hartnett determined it was the consensus of the Council to direct <br /> staff to bring this whole matter back to Council with more information and alternatives. <br /> MINUTE ORDER NO. 96-067 <br /> City Manager Everett agreed to provide more rate specific information. <br /> MEMO 4/2/96 <br /> --------------------------------------------------------_____n______---------------------------------------------------- <br /> 6.
