I . I . -
many, many, many months ago, and this is an important step in the process. I think it
would be inconsistent not to support this resolution tonight, even though I have not
supported the increase in the budget, because this is an integral part of the process of
"---' getting City Hall built. Whatever the budget, this is the process we have to go through. I
remain pleased with the process. I think we have undertaken a very competitive process
that when construction starts no matter that we might differ on the budget, we will get
quality work done by quality people, and we will have fewer problems in the course of
construction because of the process."
Councilman Leipzig said that "as the other 'no' vote on the original vote to increase the
budget, 1 am going to be consistent, perhaps in a different way, and vote 'no.' My views
are well known on this subject - it is too much money, too big of a project, we have too
many other needs."
ITERATION OF THE MOTION
MIS: BUCHANIRUSKIN. Agreement with the County of San Mateo to process parking citations and distribute fines.
(304)
REPORT: Director of Finance, March 25,1996
Finance Director Ponty presented the staff report. Due to changes in State laws, the
responsibility for processing parking citations and the distribution of fines has been
transferred from the County Court system to the agencies issuing the citations. The City as
an agency issuing parking citations is required to adopt a new method of processing and
collecting parking citations and fines. The change will become effective for all citations
issued after June 30, 1996. The proposed Resolution does not change the amount of fines
levied for parking citations, but the revenue realized by the City is expected to increase
from $125,000 per year to $128,000 per year as a result of the present revenue distribution
formula being eliminated after June 30,1996.
Director Ponty described the administrative changes, the hearing processes and described
the Task Force of San Mateo County Finance Directors who surveyed the state to find out
',,---,
Regular Meeting Minutes MINUTE BOOK NO. 54
Apri18,1996 Page No. 179
Page 11
