7.1.J. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 27, 2015 <br /> SUBJECT <br /> Design Services Agreement with Bellecci & Associates for the Middlefield Road <br /> Streetscape Project <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute an Agreement with <br /> Bellecci & Associates for engineering services in the amount of $370,212 for the <br /> Middlefield Road Streetscape Project, and authorize City Manager to execute an <br /> amendment increasing the agreement amount if necessary, up to 10 %, not to exceed <br /> $407,233. <br /> BACKGROUND <br /> On February 6, 2012, the City adopted an Ordinance (No. 2376) forming the Middlefield <br /> Road Underground Utility District 2011 -1 (MUUD). The district was created to allow for <br /> the removal and underground relocation of existing overhead utility lines on Middlefield <br /> Road between Main Street and MacArthur Avenue. The City adopted a subsequent <br /> Ordinance (No. 2397), on September 9, 2013, amending Ordinance 2376 by modifying <br /> the MUUD boundary and extending the removal date for overhead utilities. <br /> Prior to the formation of the MUUD, back in 2011, the City conducted a consultant <br /> selection process and selected Bellecci & Associates to perform engineering services <br /> necessary to: 1) establish the proposed Middlefield Road underground utility district, 2) <br /> provide the joint utility trench project design and construction documents, and 3) <br /> develop streetscape improvements and construction documents. <br /> The City approved and authorized an Agreement with Bellecci & Associates on <br /> December 12, 2011 for the first phase of work that included services for surveying, <br /> utility mapping, preparation of the legal description of the MUUD, and design of the <br /> preliminary intent drawings. On December 9, 2013, the City approved and authorized <br /> Amendment No. 1 to the Agreement to expand the scope of services that included <br /> adjustments to the adopted boundary map, revisions to the legal description, <br /> coordination with the utility companies, and other related items of work. On March 9, <br /> 2015, the City approved and authorized an Agreement with Bellecci & Associates to <br /> coordinate with the various utility companies, design, and prepare construction <br /> documents for the "undergrounding" (the joint utility trench project) phase of the work. <br /> The design work related to the joint utility trench project is now underway. <br />
