7.1.J. - Page 2 <br /> ANALYSIS <br /> The City can now begin the next phase of the overall Middlefield Road Improvements <br /> Project which is the design and preparation of construction documents for the <br /> Middlefield Road Streetscape Project. This project will follow, and will be integrated <br /> with the joint utility trench /undergrounding project. The streetscape project will construct <br /> roadway improvements on Middlefield Road between Main Street and Woodside Road, <br /> see attached location map. Proposed improvements include wider sidewalks, street <br /> trees, roadway /sidewalk lighting, crosswalks, benches, signal modifications, bike lane <br /> upgrades, and storm drainage enhancements. A community outreach meeting was <br /> held on June 24, 2015 to introduce the project to the community and to ask for input and <br /> feedback on project priorities and proposed design elements. <br /> The City is very satisfied with the performance of services provided by Bellecci & <br /> Associates on the earlier phases of the project, and feels that they are qualified, and <br /> could most efficiently provide the services necessary to design and prepare construction <br /> documents for the streetscape portion of the improvements. This work would be a <br /> continuation of the design and coordination efforts already started under the previous <br /> contract. <br /> ALTERNATIVES <br /> Council may select not to approve the proposed agreement with Bellecci & Associates <br /> and direct staff to find alternative means of completing the work, or modify the scope of <br /> work, or select another consultant. <br /> FISCAL IMPACT <br /> The cost for the services outlined in the Agreement is for an amount not to exceed <br /> $370,212. The contract is proposed to be funded out of the Capital Outlay Fund. As of <br /> July 7, 2015, there was a balance of $3,720,000 appropriated in the Middlefield Road <br /> Utility Underground District and Streetscape account (357- 80147) for project design and <br /> construction. <br /> ENVIRONMENTAL REVIEW <br /> The actions associated with entering into this Agreement do not constitute a project <br /> pursuant to the California Environmental Quality Act (CEQA) guidelines. After the plans <br /> are 35 percent completed, staff will present the project design to the Planning Division <br /> for CEQA review. It is anticipated that the proposed improvements will be considered to <br /> be Categorically Exempt based on the conditions that the project involves <br /> improvements to existing facilities. <br />
