7.1.J. - Page 13
EXHIBIT "A"
SCOPE OF SERVICES
Project Description
The purpose of the design engineering services described below is to prepare construction
documents for streetscape and complete streets improvements for the Middlefield Road
Streetscape Project, between Main Street and Maple Street in Redwood City. The limits of work
are as shown on the draft streetscape plan graphic dated April 2015, which is based on the
Streetscape Concept Plan dated January 6, 2015.
Services
TASK 1 SUPPLEMENTAL FIELD SURVEYING
CONSULTANT will perform field surveying to supplement the aerial topography for the
Middlefield Road Underground Utility Rule 20 Project 2011 -01 (MUUD) project flown in
November 2011. CONSULTANT will use previous survey points for existing storm drain utilities
from the Middlefield Road MUUD project in January 2015, so the new topographic survey will
be focused on the project asphalt and street cross sectional conforms, curb conforms on the
corners, and back of walk.
Task la —Topo First Move -in; The first surveying move -in will be during the 65% design
period after the initial saw cut lines are identified so the survey crew can tie -in street cross
sectional conforms, curb conforms on the corners and back of walk.
Task 1b —Topo Second Move -in: A second move -in for field surveying will be
performed at the end of the 95% design to pick up any remaining critical survey conforms, in
particular at the bulbouts.
TASK 2 — C3 DESIGN
As part of preliminary design CONSULTANT will prepare a two -page technical memorandum
addressing the C3 requirements. As shown on the January 2015 Streetscape Concept Plans, the
design intent is to install rain gardens mid -block as part of the streetscape project. The rain
gardens are sized to treat the storm water discharging from the improved areas and are not
intended to treat the entire street width. The memorandum will document the method and
calculations for sizing the stormwater treatment.
TASK 3 — PARKING COUNT STUDY
CONSULTANT will prepare a summary table outlining the parking counts on Middlefield Road,
block -by- block. The parking counts will be existing parking vs project proposed parking, and
this information will be available for the public meetings,
TASK 4 — SIGNAL MODIFICATIONS & LIGHTING DESIGN
There are two intersections which will require minor traffic signal modifications: Maple
Street /Middlefield Road and Chestnut Street /Middlefield Road. The signal modification plans
for these two intersections will include a) new pedestrian push buttons due to the bulbouts and
relocated ramp locations, and b) new detector loops on Middlefield Road. The street lighting
will be an alternating pattern of pedestrian scale lighting and roadway lighting.
