7.2.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager July 27, 2015 SUBJECT Final Acceptance - Hoover Safe Routes to School Project RECOMMENDATION By motion, accept the Hoover Safe Routes to School Project, and authorize the release of bonds and the retention according to city procedures. BACKGROUND The Hoover Safe Routes to School Project was developed with the assistance of the Redwood City School District, the Hoover Community School Principal, and neighborhood residents. The project consists of the following improvements to make it safer and more convenient for students to walk and bicycle to Hoover Community School: • a raised crosswalk and speed hump on Charter Street to slow traffic passing by the school; • bulbouts to reduce crossing distances; • shared roadway markings to indicate where people should ride their bicycles; • school area warning signs and refreshed pavement markings to increase driver awareness of students and crossings; • new and upgraded streetlight fixtures to improve the quality of lighting around the school. These improvements have increased the safety and convenience for people walking and biking in the area, including Hoover school children and visitors to the Boys and Girls Club. Overall, these improvements will facilitate and encourage more walking in the area. ANALYSIS On July 28, 2014, Council awarded the construction contract for the Hoover Safe Routes to School Project to Granite Rock Company of San Jose. The project was awarded for a base bid of $411,370. Construction began in September 2014 and was substantially complete in February 2015. The project was successfully completed in accordance with the specifications. One (1) change order in the amount of $19,306.19 was issued.
