7.2.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 27, 2015 <br /> SUBJECT <br /> Final Acceptance - Hoover Safe Routes to School Project <br /> RECOMMENDATION <br /> By motion, accept the Hoover Safe Routes to School Project, and authorize the release <br /> of bonds and the retention according to city procedures. <br /> BACKGROUND <br /> The Hoover Safe Routes to School Project was developed with the assistance of the <br /> Redwood City School District, the Hoover Community School Principal, and <br /> neighborhood residents. <br /> The project consists of the following improvements to make it safer and more <br /> convenient for students to walk and bicycle to Hoover Community School: <br /> • a raised crosswalk and speed hump on Charter Street to slow traffic passing by <br /> the school; <br /> • bulbouts to reduce crossing distances; <br /> • shared roadway markings to indicate where people should ride their bicycles; <br /> • school area warning signs and refreshed pavement markings to increase driver <br /> awareness of students and crossings; <br /> • new and upgraded streetlight fixtures to improve the quality of lighting around the <br /> school. <br /> These improvements have increased the safety and convenience for people walking <br /> and biking in the area, including Hoover school children and visitors to the Boys and <br /> Girls Club. Overall, these improvements will facilitate and encourage more walking in <br /> the area. <br /> ANALYSIS <br /> On July 28, 2014, Council awarded the construction contract for the Hoover Safe <br /> Routes to School Project to Granite Rock Company of San Jose. The project was <br /> awarded for a base bid of $411,370. Construction began in September 2014 and was <br /> substantially complete in February 2015. The project was successfully completed in <br /> accordance with the specifications. One (1) change order in the amount of $19,306.19 <br /> was issued. The final contract amount is $430,676.19, which is approximately 5% more <br />
