Caltrans <br /> determined that the Hoover Safe Routes to School Project met the NEPA exclusion <br /> criteria as set forth in 23 CFR 771.117(c)3 ( "Construction of bicycle and pedestrian <br /> lanes, paths, and facilities. ").
