Adopt Resolution (Attachment 1) approving a Downtown Planned Community <br /> Permit, Tentative Parcel Map and Parking In -Lieu Fee Application for the development a <br /> 5 -story mixed -use office and retail building and two levels of underground parking at <br /> 815 Hamilton Street, based on the findings and subject to the conditions of approval <br /> listed therein, and upon consideration of the Initial Study Checklist demonstrating <br /> compliance with the Downtown Precise Plan Environmental Impact Report (EIR) as <br /> certified on January 24, 2011; and <br /> 2. Adopt Resolution (Attachment 2) approving a Disposition and Development <br /> Agreement between the City and Hamilton & Winslow Properties, LLC. <br /> BACKGROUND <br /> Project Summary: <br /> Under consideration is a proposal to construct a 5- story, 68,583 square foot mixed -use <br /> office /retail building with two levels of underground parking consisting of 88 stalls (the <br /> "Project ") behind the Fox Theatre at 815 Hamilton Street, 2215 Broadway, and 840 <br /> Middlefield Road in Downtown Redwood City (Attachment 3). Major components of the <br /> Project include: <br /> 1. Proposed 5 -Story Mixed -Use Building: <br /> Applicants propose a new mixed -use office and retail building with frontage on <br /> Hamilton Street, Winslow Street and Theatre Way that would serve as a visual <br /> gateway into downtown from the Caltrain Station. The proposed building would <br /> be 5- stories /83 feet tall, which is substantially smaller than the maximum <br /> allowable building height of 12 stories /136 feet would be allowed. The building is <br /> designed in the Neoclassical architectural style, featuring brick panels with <br /> sawtooth detailing, concrete panels with decorative flutes and precast spandrel <br /> details, concrete columns that frame the balconies along the top floor, a rooftop <br /> courtyard with cupola that anchors the corner of the Hamilton Street /Theatre Way <br /> facade, windows with deep recesses throughout, and thick cornice lines and roof <br /> overhangs that provide a clear visual termination for each major horizontal <br /> section of the building (see Figure 1).
