8.A. - Page 2 tall blank walls of the rear of the Fox Theatre that face Hamilton Street and Winslow Street (see Figure 2). To accommodate the proposed building, approximately 650 square feet of the existing dressing room wing, a single -story accessory structure located at the rear of the Fox Theatre, would be demolished. Though the dressing room wing does not carry the same historical significance as the front facade and historic interior of the theatre area, character - defining features, such as historic light fixtures, have been identified that should be preserved and incorporated back into the Fox Theatre to the extent feasible as part of the construction of the Project. Due to the building historic elements, the project was reviewed by the Historic Resources Advisory Committee, where it received a positive recommendation. The proposed uses consist of 7,141 square feet of retail use on the ground floor, 60,322 square feet of office use on the upper four floors, and two levels of underground parking consisting of 88 parking stalls (there are actually 90 stalls, but only 88 meet standards). Showers and indoor bike storage for up to forty (40) bicycles and outdoor racks for up to eight (8) bicycles are proposed for the building tenants. Only 18 total bicycle racks are required, so the applicant is proposing over 2.5x the required amount. A 1,120 square foot fully enclosed service bay would also be constructed on the Project site (provided as an easement to the Fox Theatre parcel), to house the Fox Theatre's loading and unloading operations. 2. Additional Public Parking & Secondary Access to the Jefferson Garage: A public - private partnership is proposed between the City of Redwood City and Property Owners that would result in creating a larger underground parking structure that would connect the Project's 88 -stall underground parking structure, the "Hamilton Garage ", with the existing City -owned Jefferson Garage located beneath the Cinemark Redwood Downtown theater complex at 825 Middlefield Road (see Figure 1). This connection would create a second means of egress /ingress for the Jefferson Garage. This garage could also be the means of egress /ingress for a future connected garage underneath the adjacent Winslow parking lot. The 88 parking stalls of the proposed Hamilton Garage would be available for use by the Project's tenants during weekday business hours and would be available to the public during nights, weekends and holidays. Valet parking would be provided for all 88 stalls. Approval of a Disposition and Development Agreement and right -of -way vacation of a portion of a City -owned parcel located at the corner of Winslow Street and Hamilton is required (Attachment 2). If approved, the total number of public parking spaces between the two garages would be 673 stalls.
