8.A. - Page 7 <br /> Zoning Ordinance outlines the determination of eligibility that must be made in order to <br /> grant approval of the in -lieu fee request. One or more of the following conditions must <br /> be found to apply: <br /> 1. It is infeasible to provide the required parking spaces on -site due to the size, <br /> shape, or topography of the site, or other special circumstances pertaining to the <br /> property; <br /> 2. Providing the required parking spaces on -site is detrimental to the pedestrian <br /> nature of Downtown; <br /> 3. The uses proposed for the project do not require parking to be on the project site; <br /> 4. Encouraging users of the project site to walk from off -site parking to the project <br /> site would be beneficial to the Downtown; or <br /> 5. The existing and planned parking supply in the vicinity of the project site is <br /> adequate. <br /> As proposed, the Project is required to provide at least 203 parking stalls to meet the <br /> minimum parking requirements. The Applicants propose to provide 88 parking stalls, or <br /> 43 percent of the minimum number of parking stalls required for the Project. Sixteen <br /> (16) tandem stalls out of the 88 stalls are proposed (see Table 1). The Applicant would <br /> be required to pay a parking in -lieu fee to the City that is equivalent to 115 parking <br /> spaces. <br /> The project site is located directly across the street from the downtown Caltrain Station, <br /> Redwood City Transit Center, and SamTrans transit stop. Encouraging downtown <br /> workers to utilize Caltrain and other public transit solutions would serve to reduce the <br /> number of automobiles traveling into and through downtown, and place more <br /> pedestrians in the primary areas of downtown that feature shops, restaurants and other <br /> retail amenities. Furthermore, the applicant is proposing approximately 2.5x the amount <br /> of required bicycle parking. Staff recommends that In -Lieu Parking Condition No. 4 <br /> would apply to the Project. Staff supports the Parking In -lieu payment as described in <br /> the DDA section below. <br /> Right -of -Way Vacation over a portion of City Property. The DDA would convey a portion <br /> of City -owned property located at the corner of Middlefield Road and Winslow Street. An <br /> existing right -of -way exists over this property, and would need to be vacated by the City <br /> in order to convey the property for use other than right -of -way. After any localized utility <br /> relocation as part of the project, this portion of property will no longer be needed for <br /> public use. The Planning Commission has determined that the proposed ROW Vacation <br /> is consistent with and conforms to the City of Redwood City General Plan and the <br /> Downtown Precise Plan. <br /> Disposition and Development Agreement. The proposed public - private partnership <br /> between the City and the Property Owners to connect the proposed Hamilton Garage to <br /> the Jefferson Garage can be achieved through the execution of a Disposition and <br /> Development Agreement (DDA).
