8.A. - Page 6 <br /> A. The map, design or improvements of the proposed subdivision are inconsistent <br /> with the general or specific plans, the Zoning Ordinance, or subdivision <br /> improvement requirements. <br /> The proposed tentative parcel map is consistent with the General Plan, <br /> Downtown Precise Plan zoning, and subdivision improvement requirements. The <br /> tentative parcel map allows the creation of a single developable parcel for the <br /> Project and a separate parcel for the Fox Theatre. <br /> B. The site is not physically suited for the proposed type and density of <br /> development. <br /> The Project site is physically suited for the proposed type of development. The <br /> site is located within the Downtown Precise Plan boundaries and in a highly <br /> urbanized location. The site is generally flat, has frontage on three downtown <br /> streets, and is directly across the street from the downtown Redwood City <br /> Caltrain Station and Redwood City Transit Center. <br /> C. The design and proposed improvements are likely to cause substantial <br /> environmental damage, or substantially and avoidably injure fish, wildlife or their <br /> habitat, or cause serious public health problems. <br /> The merger and resubdivision of the parcels would not cause substantial <br /> environmental damage, injure fish or wildlife or their habitat, and would not cause <br /> serious public health problems because the site is located within an urbanized <br /> downtown setting. The site contains an existing private paved surface parking lot <br /> and existing buildings, which would be removed in order to accommodate the <br /> proposed office building. <br /> D. The design or improvements of the proposed subdivision will conflict with <br /> essential public easements for access through, or use of, property within the <br /> proposed subdivision. <br /> The merger and resubdivision of the parcels would not conflict with any essential <br /> public easements for access. The Project would not conflict with access of or to <br /> any adjacent properties. In fact, the Project will allow for greater access to the <br /> Jefferson Garage. <br /> E. Such other findings of conflict with written public policy or with the public interest <br /> as the Planning Commission may determine. <br /> The Project does not conflict with any written public policy or with the public <br /> interest. <br /> Staff feels that all of the necessary findings can be made to approve the Tentative <br /> Parcel Map. <br /> Parking In -Lieu Application. Section 2.6.2.B of the DTPP allows new development <br /> projects to satisfy the required number of automobile parking spaces through the <br /> payment of in -lieu fees, if certain findings can be made. Section 30.3 of the City's <br />
