Wi 8.A. - Page 186 ?nt, Redwood City 3 1 <br /> SUMMARY OF FINDINGS <br /> The currently proposed new Winslow Street Development Project and the proposed Fox Rehabilitation <br /> Project have been reviewed by qualified preservation professionals for compliance with the City of <br /> Redwood City regulations and standards for construction adjacent to historic resources and for the <br /> rehabilitation of historic resources, respectively, as presented in the Downtown Precise Plan. These <br /> paired projects are found to be in keeping with the standards, and it has been determined that the <br /> projects have no adverse impact on the Fox Theater, greater Fox Theater Complex, or other nearby <br /> historic resources. <br /> The proposed new Winslow Street Development, located between Hamilton Street and Middlefield <br /> Road, is within the City of Redwood City Downtown Precise Plan (DTPP or Plan) area and is subject to <br /> Regulations of the Plan consistent with findings with the Plan Environmental Impact Report (EIR), and <br /> the Historic Resources Element of the Redwood City General Plan. The Downtown Precise Plan was <br /> adopted with detailed regulations regarding specific identified historic properties in the Plan area, <br /> including standards for each historic resource and requirements for properties adjacent to historic <br /> resources. The Neoclassical - revival- inspired proposed mixed -use development meets the Historic <br /> Resources Preservation Standards required by the Downtown Precise Plan. These standards are outlined <br /> in the Plan as Mitigation of Impacts of Development on Properties Adjacent to Historic Resources <br /> (Section 2.1.4 D). The design is generally compatible with the size, massing, materials, and proportions <br /> as described more fully in the report below. <br /> The proposed rehabilitation of the Fox Theater building, which will remove part of the one -story rear <br /> dressing -room wing and provide improved modern loading facilities, improved electrical service, and <br /> streamlined dressing - room space, meets the Secretary of the Interior's Standards for the Rehabilitation <br /> of Historic Properties as required by the Downtown Precise Plan (Section 2.1.4 A) and is considered best <br /> practice for alteration of National Register - listed properties. The impact of the project on the Fox <br /> Theater also has been reviewed utilizing the DTPP Additions and Modifications to Historic Resources <br /> (AMHR) Regulations (Section 2.1.3), and the project complies with these regulations. <br /> INTRODUCTION <br /> The Winslow Street Development, a multi -story mixed -use commercial /office building, is proposed for <br /> construction at the south end of the city block bounded by Winslow Street, Middlefield Road, Broadway, <br /> and Hamilton Street in Redwood City, California. This site is adjacent to the Fox Theater, a National <br /> Register - listed historic property, and is also adjacent to the East and West Wings of the Fox Theater, <br /> properties identified as potentially eligible for the National Register. The proposed project is also close <br /> to three additional identified historic buildings: the San Mateo County Courthouse, the California Pacific <br /> Title Company Building, and the Historic Montgomery Ward Building, which all face Broadway. All six of <br /> these adjacent and nearby properties are identified as historic resources in the City of Redwood City. <br /> The Winslow Street Development Project is proposed to be coordinated directly with the rehabilitation <br /> of the rear wing and loading dock areas of the Fox Theater. The combined projects will provide <br /> dedicated delivery services and a more efficient backstage area for the theater's use. <br /> ARCHIVES & ARCHITECTURE <br />
