1 Winslow Street Development, Redwood City 8.A. - Page 187 <br /> The Redwood City Downtown Precise Plan (DTPP or Plan), adopted January 24, 2011, requires that a <br /> project be reviewed by a qualified preservation professional when that project involves a historic <br /> resource identified in the Plan. The architect of the proposed project, Ken Rodrigues & Partners, Inc., <br /> contracted with Archives & Architecture, LLC, to prepare this report, pursuant to these regulations. <br /> Archives & Architecture, LLC, (A &A) is a cultural resources consulting firm consisting of qualified <br /> preservation professionals. <br /> Archives & Architecture was asked to review the site plan, exterior elevations, sections and plans of the <br /> new multi -use project to determine if the proposed project is in compliance with the Downtown Precise <br /> Plan. As part of the review, A &A was asked to evaluate the compatibility of the new building design <br /> adjacent to the historic building complex and to neighboring historic structures and to evaluate the <br /> impact of the Fox Theatre backstage rehabilitation project on this identified historic resource. <br /> This report is being prepared for review by staff of the Planning and Housing Division of Redwood City's <br /> Department of Community Development, and it is understood that the findings and report will be <br /> submitted to the Historical Resources Advisory Committee for its review and recommendations. <br /> PROJECT DESCRIPTION <br /> The Winslow Street Development is proposed as a 5 -story multi -use commercial /office building. It <br /> includes ground -floor retail areas and four stories of office space. The development includes below - <br /> grade parking that will connect to other buildings in the downtown. <br /> The new building would incorporate and accommodate exiting and delivery /service easements for the <br /> Fox Theater building. This construction and reconfiguration of the property is intended to be a positive <br /> opportunity for the rehabilitation of the Fox Theater backstage area. The theater operation is interested <br /> in deeper parking access for delivery trucks, improved flow of large scenery elements and equipment <br /> into the back of the stage, a more manageably -sized set of dressing rooms, and, it is to be understood, <br /> ADA compliance. <br /> HISTORIC SURVEY STATUS <br /> There are three identified historic resources on the city block bounded by Winslow Street, Broadway, <br /> Hamilton Street, and Middlefield Road. Facing Broadway, the National Register - listed Fox Theater <br /> consists of a front lobby, a central, high main theater wing that steps up at the rear over the stage fly, <br /> and a one -story dressing -room wing that projects to the south (rear) of the main theater wing. The two - <br /> story West Wing of the Fox Theater Complex and the two -story East Wing of the Fox Theater Complex <br /> each have rectangular footprints at the northern corners of the block, flanking the centralized main <br /> theater building. A fourth building is located in the middle of the Middlefield Road frontage of the block; <br /> it is not considered an historic resource. It is a roughly rectangular two -story building of modern <br /> construction. At the rear of the block, wrapping the core of the theater is an "L "- shaped parking area <br /> that is the proposed building site for the proposed Winslow Street Development. <br /> ARCHIVES & ARCHITECTURE <br />
