Each proposed development adjacent to a historic resource that requires a discretionary <br /> approval shall be reviewed by a qualified architect or architectural historian approved by the <br /> City and meeting the Secretary of the Interior's Professional Qualifications Standards (36 <br /> CFR part 6) and by the City's Historic Resources Advisory Committee for its potential impacts <br /> on the adjacent historic resource, and any site and architectural design modifications <br /> identified through this review process as necessary to avoid a "substantial adverse change" <br /> in the significance of the adjacent historic resource and protect its continued eligibility for <br /> listing on the California Register, as determined by the City, shall be required as conditions <br /> of project approval. <br /> 2. Guidelines <br /> There are no Impacts of Development on Properties Adjacent to Historic Resources guidelines. <br /> INTRODUCTION TO REQUIRED EVALUATIONS <br /> Requiring review is the overall design impact of the new construction on the significance of the adjacent <br /> and nearby historic buildings and the general historic design quality of downtown Redwood City. The <br /> Downtown Precise Plan says that construction adjacent to an historic structure, "...shall be reviewed by a <br /> qualified architect or architectural historian approved by the City and meeting the Secretary of the <br /> Interior's Professional Qualifications Standards (36 CFR part 6) and by the City's Historic Resources <br /> Advisory Committee for its potential impacts on the adjacent historic resource..." (Downtown Precise <br /> Plan 2.4.1 (D) 1). <br /> The proposed rehabilitation of the Fox Theater is also required to be reviewed as a part of this proposed <br /> larger development project. The alterations of the theater building as a direct result and coordination <br /> with the Winslow Street Development project are proposed to include: construction of a new loading <br /> dock area, inclusion of an enhanced truck - delivery easement, improvement of the theater exiting, and <br /> (it is understood) ADA compliance of the service areas at the rear of the Fox Theater. This part of the <br /> proposal involves demolishing a portion of the historic Dressing -Room wing of the theater and <br /> reconfiguring the rear corner footprint of the listed historic structure. Approximately half of the small, <br /> one -story rear wing would be removed. There would be an approximately 20 ft. by 30 ft. new service <br /> area in this location in the interior of the block, and a rear corner of the new construction would overlay <br /> the existing footprint of the dressing -room wing of the Fox Theater. The proposed demolition and <br /> reconfigured space must be evaluated for consistency with the DTPP Regulations and reviewed with <br /> respect to the Secretary of the Interior's Standards for the Treatment of Historic Properties (Standards). <br /> QUALIFICATIONS <br /> The preparation of this analysis and report is required to be undertaken by preservation professionals. <br /> This report has been prepared by Archives & Architecture, LLC (A &A). A &A is a partnership of three <br /> preservation professionals: Leslie A.G. Dill, Historic Architect, Franklin Maggi, Architectural Historian, <br /> and Charlene Duval, Public Historian.
