o 8.A. - Page 200 ?nt, Redwood City 17 1 <br /> COMPATIBILITY OF NEW CONSTRUCTION - REVIEW <br /> The Secretary's Standards for the Treatment of Historic Properties include language about additions that <br /> is appropriate for the review of adjacent properties. Standard 9 states, "New additions, exterior <br /> alterations or related new construction will not destroy historic materials, features, and spatial <br /> relationships that characterize the property. The new work shall be differentiated from the old and will <br /> be compatible with the historic materials, features, size, scale and proportion, and massing to protect <br /> the integrity of the property and its environment." <br /> It is our professional opinion that staff can make a determination that the project will not have an <br /> adverse effect on a historic resource, as the project meets the Secretary of the Interior's Standards as <br /> well as the City's DTPP standards and regulations for rehabilitation and adjacent new construction. <br /> Materials: As a proposed modern interpretation of a Neoclassical design, the materials of the proposed <br /> new construction are designed to be compatible within the context of the Downtown Architectural <br /> Character Regulations. The materials are, furthermore, specifically compatible with the listed adjacent <br /> and nearby historic resources. The concrete panels are directly related to the concrete facades of the <br /> historic Fox Theater Complex. The texture and size of the brick facade elements provides some sense of <br /> scale in the neighborhood of the historic buildings. The metal elements are bronzed and angular, rather <br /> than shiny and modern, and are composed of smaller elements that also provide scale (see below). <br /> Features: The proposed vertical window mullions, interlocking glazed and structural panels, and <br /> decorative lights and spandrel features proposed for the new construction create a compatible rhythm <br /> and visual interest with respect to the Gothic vertical features of the upper floor of the Fox Theater <br /> Complex, with the Neoclassical historic courthouse, and with the rhythm and proportion of the <br /> commercial structures nearby. <br /> Size: The footprint of the proposed new construction provides physical separation that is compatible <br /> with traditional alleyways and existing within a historic downtown commercial district. The size and <br /> configuration of the service areas along Hamilton Street will provide improved utility to the rear of the <br /> historic building, including a larger and deeper delivery bay. The size, therefore, is compatible with the <br /> setting. <br /> Scale: The West Wing of the Fox Theater along Hamilton Street includes a series of retail /office spaces <br /> that are relatively narrow in their street frontage. The placement is highlighted by the vertical Gothic <br /> design elements, small -paned windows, and highly ornamented wall finishes and paint design. This <br /> composition is extremely "pedestrian friendly" or "pedestrian in scale." The proposed development has <br /> some larger -scale elements immediately adjacent to the Fox West Wing, including parking and delivery <br /> access; however, the proposed design incorporates a series of smaller -scale materials, including the <br /> brick material, the multi -pane glazed openings, the base panels, and the light fixtures. The proposed <br /> design of this area is adequately in scale with the pedestrian streetscape and the adjacent historic <br /> buildings. The proposed design also includes plantings that will reduce the perceived scale of the new <br /> construction. The same features and materials of the proposed design are also in scale with the spacing <br /> of the display windows and ornamental features of the commercial buildings across Hamilton Street.
