1 Winslow Street Development, Redwood City 8.A. - Page 201 <br /> critical that the proportions and scale of the new construction do not overpower the intentionally <br /> imposing San Mateo County Courthouse, and the proposed building has small enough features and <br /> elements, and adequate variety in the placement of the facade elements, so that the new design will be <br /> compatible with this landmark. The scale of the front of the proposed new construction, facing Winslow <br /> Street (south) and the southwest corner of the retail space is appropriately scaled for new construction. <br /> These areas include multi -lite windows and light fixtures with somewhat smaller scale. These areas are <br /> also removed from the proximity of the historic buildings, so the scale is appropriate. <br /> Proportion: The proportion of glazing -to -wall- surface of the new development is compatible with the <br /> proportions of the surrounding historic buildings and Downtown architectural character. The new <br /> construction has larger windows that offset the larger wall piers. The two -story base of the building <br /> breaks down the overall wall proportion, and corresponds appropriately to the height of the adjacent <br /> historic resources. <br /> Massing: As a separate structure, the proposed Winslow Street Development Building has less of a <br /> responsibility to respond to the massing of the historic resources than if it were a fully attached <br /> addition. It is still important that the perceived massing of the new construction not obscure or <br /> overpower the historic building, and that the new construction preserve the original spatial relationships <br /> between the historic resources on the block. The significant historic massing is protected in this project. <br /> The Fox Theater has a stepped front marquee that provides contrast with the lower side wings, and the <br /> new construction is adequately removed from this element on Broadway, allowing the central feature to <br /> continue to stand proud. The central core of the theater building is viewed as a huge mass from the <br /> exterior, but does not serve as a significant character - defining feature. Wrapping the utilitarian core of <br /> the theater with an "L "- shaped building is an appropriate approach to such historic fabric. Along <br /> Hamilton Street, the proposed new construction is five stories and the adjacent historic wing is <br /> effectively two stories, while the neighboring historic commercial buildings are two and three stories. <br /> The massing has some breakdown in scale that provides a balanced streetscape with regard to massing. <br /> Specifically, the alignment of the buildings along the street plane, the new building's change in materials <br /> at the second story, and the creation of a cornice line and base. <br /> ANALYSIS OF DTPP - REVIEW OF ADDITIONS OR MODIFICATIONS TO <br /> HISTORIC RESOURCES <br /> The proposed new Winslow Street Development building must be evaluated for compliance with the <br /> Additions or Modifications to Historic Resources (AMHR) regulations. The proposed new building will <br /> include the reconfiguration of the parcels and /or easements associated with the Fox Theater, so full <br /> evaluation of the Fox Theater AMHR regulations with regard specifically to the new construction is <br /> provided as follows: <br /> Redwood City DTPP Standard 2.1.3 G.1.c: Redwood City Standards and Guidelines for the Fox Theater <br /> 1. Standards <br /> a. The entire interior and the historic Broadway facade, with the exception of non - historic <br /> storefront elements, must be retained and shall not be modified in any significant way. <br /> ARCHIVES & ARCHITECTURE <br />
