1 Winslow Street Development, Redwood City 8.A. - Page 207 <br /> The Introduction to the Secretary's Standards states, "The intent of the Standards is to assist the long- <br /> term preservation of a property's significance through the preservation of historic materials and <br /> features. The Standards pertain to historic buildings of all materials, construction types, sizes, and <br /> occupancy and encompass the exterior and interior of the buildings. They also encompass related <br /> landscape features and the building's site and environment, as well as attached, adjacent, or related <br /> new construction. To be certified for Federal tax purposes, a rehabilitation project must be determined <br /> by the Secretary to be consistent with the historic character of the structure(s), and where applicable, <br /> the district in which it is located...[T]hese repairs and alterations must not damage or destroy materials, <br /> features or finishes that are important in defining the building's historic character. For example, certain <br /> treatments - -if improperly applied - -may cause or accelerate physical deterioration of the historic <br /> building." <br /> The project is reviewed here as a rehabilitation project, with an understanding that, according to the <br /> Secretary of the Interior's Standards, "Rehabilitation is defined as the act or process of making possible a <br /> compatible use for a property through repair, alterations, and additions while preserving those portions <br /> or features which convey its historical, cultural, or architectural values." Altering the loading area and <br /> dressing room allows for the continued, modern compatible use of the building. <br /> Standards Review (Rehabilitation Standards, followed by analysis): <br /> 1. "A property will be used as it was historically or be given a new use that requires minimal <br /> change to its distinctive materials, features, spaces, and spatial relationships." <br /> Analysis: The building will continue to be used as a theater, its historic use. <br /> 2. "The historic character of a property shall be retained and preserved. The removal of historic <br /> materials or alteration of features, spaces, and spatial relationships that characterize a property <br /> will be avoided." <br /> Analysis: The part of the property proposed for removal is not formally identified as <br /> architecturally significant although it does contain character - defining elements that need to be <br /> preserved and provides some value as a piece of the larger building. The significant spatial <br /> relationships and spaces embodied in the historic design, specifically all of the Gothic Revival and <br /> Skouras -style atmospheric facades, spaces and details, are not adversely impacted by the <br /> proposed partial demolition and altered dressing room configuration. <br /> The proposed alteration to the dressing -room wing would remove the corner of an original <br /> portion of the theater, including the square footage encompassing the preen room /lounge and <br /> approximately three small rooms adjacent to the preen room. Preserved would be the corridor <br /> and about eight small rooms, of various uses, which line the corridor. Exterior materials that <br /> would be removed include as much as half of the exterior walls of this wing, the associated <br /> exterior windows of this area, and three of the six skylights. The elements and materials <br /> proposed for removal are a reasonable proportion of a continuous or repetitive characteristic <br /> feature (e.q., the expanse of double- loaded corridor, the numbers of dressing rooms and service <br /> ARCHIVES & ARCHITECTURE <br />
