7.1.F. - Page 2
sidewalk restoration, landscape restoration, and asphalt and concrete pavement
restoration work. The contract also covers mobilization, demobilization, traffic
controls, notification, furnishing and installation of project signs, NPDES and other
incidentals. The exact locations involved are shown on the drawings.
ANALYSIS
Two (2) bids were received at the bid opening on May 20, 2015 and are summarized
below.
Bidder Bid Amount
Casey Construction, Inc. — Emerald Hills $1,198,500.0C
West Bay Builders Inc. -- Novato $1,619,500.0C
The low bid of $1,198,500.00 submitted by Casey Construction is 14.66% higher than
the engineer's estimate of $1,045,250.00. Staff attributes the variance to a lower
amount of bids received for a specialty project. The last pump station improvement
project received a total of three (3) bidders. Based upon this reason and thorough
review of the bids received, staff believes the low bid of $1,198,500.00 is reasonable
and responsive, and staff recommends awarding the contract to Casey Construction
Inc.
ALTERNATIVES
Council may choose not to award the contract and request staff to reject all bids,
redesign and /or offer this project again for public bid, or delay award to this project until
next fiscal year.
FISCAL IMPACT
Funds for this pump station improvement were approved and appropriated in Fiscal
Year 2014/15 budget as Sewer Fund Capital Projects for the following such as: Marina
Pump Station Replacement which has an available balance of $135,107.25, Pump
Station no. 17 which has an available balance of $533,219.10, Pump Station No. 19
which has an available balance of $530,000.00, Pump Station # 10 Improvements
which has an available balance of $126,941.00 and Pump Station #1 FM Replacement
which has an available balance of $78,900.56 as of May 31, 2015.
ENVIRONMENTAL REVIEW
As the lead agency, City of Redwood City has determined that the Sanitary Sewer
Pump Station Improvements — Marina P.S, P.S. No. 17 and P.S. No. 19 meets the
California Environmental Quality Act (CEQA) exemption criteria as set forth in Section
15301 (Existing Facilities) and 15302 (Replacement or Reconstruction ) of the CEQA
