7.1.G. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 27, 2015 <br /> SUBJECT <br /> Award of Contract — 2014 -2015 Slurry Seal Project <br /> RECOMMENDATION <br /> By motion: <br /> 1. Approve the contract documents and award the standard form construction contract <br /> (Section 00520) for the 2014 -2015 Slurry Seal Project to Pavement Coating Co. of <br /> Jurupa Valley, for their responsive and responsible low bid of $463,565.00 and <br /> authorize the City Manager to increase the contract amount, if necessary, up to 10% <br /> above the original contract amount. <br /> 2. Confirm the determination that the Project is exempt from the provisions of CEQA. <br /> BACKGROUND <br /> The 2014 -2015 Slurry Seal Project is part of the City's Roadway Management Program <br /> which addresses on -going pavement repair and replacement needs. Roadway <br /> pavement requires repair and preventive maintenance for a variety of reasons, including <br /> deterioration due to aging, traffic loads, exposure to the elements, and intrusive tree <br /> roots. The Roadway Management Program inventories, assesses, and tracks <br /> maintenance of the City's roadways. Roadway segments are prioritized for resurfacing <br /> based on an assessment of the overall street pavement network. Projects are selected <br /> to optimize pavement conditions and make the most efficient use of resources. <br /> The purpose of this project is to preserve and extend the serviceable life of the roadway <br /> pavements by protecting the pavement surface. Pavements tend to deteriorate slowly <br /> initially after placement but more rapidly as they age. It is more economical to preserve <br /> pavements in good condition rather than delaying repairs while deterioration and <br /> associated repair costs increase rapidly. <br /> ANALYSIS <br /> This project will apply a thin layer of asphalt material to the pavement surface to create <br /> a Slurry Seal. Slurry is a cold mixed material comprised mostly of fine aggregate and <br /> asphalt emulsion. Slurry Seal is a cost - effective preventive maintenance measure that <br /> provides a new wearing surface, seals and protects the underlying pavement from the <br /> elements, and extends the life of the pavement. Prior to the application of the Slurry <br /> Seal, deteriorated spot sections of pavement are replaced and larger cracks in the <br /> surface are filled with sealant. <br />
