business in our City. It reflected a reality that it was unlikely we could otherwise on our
own, staff a fire station in Redwood Shores....consistent with high standards of public
safety there are different ways of providing services than traditionally thought. It is
because of that proposal and the Council's clear message that one way or another....we
were determined to open a fire station in Redwood Shores that we are able to come to
where we are tonight, where the fundamental debate is not whether we open a permanent
station...but simply whether or not we have a temporary station in the interim.....This is a
historic occasion....! think there was a long range wish to build a station in the Shores.
No Council has ever allocated sufficient funds, capital funds to build a station. No
Council has ever allocated any operational funds....And we have here tonight proposals
that will allow us to do that once we get into the budget process and make the
allocations....We couldn't do it without the efforts of the firefighters and the direction the
Council had made....and we need to applaud the firefighters for their proposal.....! don't
think we can betray their proposal by even seriously considering an eighteen person
staffing level."
Councilwoman Buchan said "Mayor Hartnett you are quite right. This is quite a historic
event. Councilwoman La Berge might recall....in 1989, we talked about this at budget
hearings and were told 'you could build it but we can't staff it'. Now here we are... we
will build it and we will staff it." Mayor Buchan congratulated everyone who had worked
so hard on this issue. Councilwoman Buchan said the Council Facilities Subcommittee
would be happy to take on this project.
MEMO 4/16/96
Councilwoman La Berge said she was very pleased to see the important facilities that
were coming to Redwood Shores. As the Council representative to SBSA, she has
watched the growth of the neighborhood closely on a continuing basis. Councilwoman
La Berge said she was proud that the Council was able to help provide services for the
growing population in Redwood Shores such as an elementary school, community center,
extensive playing fields and now a permanent fire station. Councilwoman La Berge
thanked everyone for working together on these issues, and expressed hope that they
would continue to be involved in City activities. She said that her concerns about staffing
levels were addressed by Chief Fink and she believed the minimum daily level of
nineteen persons was necessary.
Councilman Ruskin said that he was going to vote 'yes' on the motion, not only because
he felt it was essential to have a fire station in Redwood Shores, but because he was
satisfied during his own research into the matter that the difference in staffing between
eighteen and nineteen would provide a significant amount of fire safety insurance. He
said that "not only are we honoring the efforts of the firefighters, but we are also getting a
lot for that nineteenth person.....(I'm) glad to see that this quickly into this term we are
going to move forward in having a permanent station."
MINUTE BOOK NO. 54
Page No. 192 Regular Meeting Minutes
April 15, 1996
Page 10
