I . . <br /> ITERATION OF THE MOTION: <br /> --- <br /> MIS: HOWARDIBUCHAN TO APPROVE THE CONSTRUCTION AND STAFFING OF A <br /> PERMANENT FIRE STATION AT REDWOOD SHORES USING EXISTING REDWOOD <br /> CITY PERSONNEL ADOPTING OPTION ONE, MINIMUM DAILY STAFFING OF <br /> NINETEEN (19) EMPLOYEES <br /> CARRIED BY THE FOLLOWING VOICE VOTE: <br /> AYES: COUNCIL MEMBERS BUCHAN, HOWARD, LA BERGE, RUSKIN AND <br /> MAYOR HARTNETT <br /> NOES: COUNCILMAN LEIPZIG <br /> MINUTE ORDER NO. 96-081 <br /> Councilman Ruskin expressed his concern that the permanent fire station be built as <br /> quickly as possible and asked staffs opinion as to what was reasonable to expect as the <br /> earliest date possible for completion. City Manager Everett said no work had begun on <br /> the project yet, not even the design, and staff was now putting together the capital and <br /> operating budgets and trying to balance both years. City Manager Everett said that in the <br /> proposed second year budget he had added the cost of operating the new fire station for <br /> six months 1/1998 through 6/1 998. He anticipated the design phase during FY 96/97 and <br /> construction during FY 97/98. City Manager Everett described two other large dollar <br /> capital improvement projects the Council had earmarked for the next two fiscal years: <br /> Broadway sidewalks, James Street sewer and water lines this summer and James Street <br /> --- itself, next summer. City Manager Everett discussed the legal issues surrounding the <br /> funding of the fire station construction and if the City had to have the full amount in the <br /> budget the year the bid goes out to contract. He said he was optimistic that construction <br /> could begin before FY 1997/98. In response to Council questions, he said he hoped the <br /> fire station would be built and fully operational by January I, 1998. <br /> Mayor Hartnett said it would be "within the discretion of the Council to have a motion <br /> that directed City staff to provide us in our budget deliberations...both capital and <br /> operation options that would allow us to build a fire station in Redwood Shores such that <br /> the fire station was completed on or about January 1, 1998 and .....budgeted for full <br /> operation" from that day onward. <br /> In response to the Council question of whether or not there was a possibility of <br /> completing the fire station before that date, City Manager Everett said "probably not" <br /> but he would meet with the engineers and the City Attorney to see how this project would <br /> impact the other projects the Council wanted. <br /> Vice Mayor Howard suggested that the use ofmodulars be considered. <br /> --- MINUTE BOOK NO. 54 <br /> Regular Meeting Minutes Page No. 193 <br /> April 15, 1996 <br /> Page 11 <br />
