, _ ... . _ <br /> 07/27/2015 <br /> WHEREAS, pursuant to Section 2.6.2(B)(1) of the DTPP (pg. 80) and the Draft <br /> Disposition and Development Agreement, a Parking In-Lieu payment for 115 spaces shall <br /> be paid to the City. <br /> WHEREAS, on June 23, 2015, the Planning Commission considered an Initial <br /> Study Checklist and its findings prepared by the City's Planning Division, the previously <br /> certified Downtown Precise Plan Program Environmental Impact Report (State <br /> Clearinghouse #2006052027) ("EIR"), the staff reports, oral and written, and testimony <br /> and materials presented by all those wishing to be heard on this Project at the noticed <br /> public hearing on this matter; and <br /> WHEREAS, on June 23, 2015, pursuant to Section 2.0.3-A of the DTPP (pg. 28), <br /> the Planning Commission conducted a public hearing in accordance with all applicable <br /> requirements of the Subdivision Map Act and the Redwood City Municipal Code, to <br /> consider the Tentative Parcel Map Application TM2014-08, Downtown Planned <br /> Community Permit Application DPC2014-07, Parking In-Lieu Application, the potential <br /> Right-of-Way Vacation (the "ROW Vacation") of a 10-foot strip of public street right-of- <br /> way (the "Sliver Parcel"), all applicable requirements of the State Planning and Zoning <br /> Law and the Downtown Precise Plan, and the recommendations of the AAC and HRAC, <br /> and recommended approval of the Project; and <br /> WHEREAS, on July 27, 2015, the City Council held a duly noticed public hearing <br /> to consider the Project and the June 23, 2015 recommendation by the Planning <br /> Commission; and <br /> WHEREAS, the City Council determined that the proposed Tentative Parcel Map, <br /> Downtown Planned Community Permit, Parking In-Lieu Application, DDA, Parking <br /> Agreement, and the ROW Vacation would further the purposes of and appropriately <br /> implement the City of Redwood City General Plan, applicable provisions of the Redwood <br /> City Municipal Code and Downtown Precise Plan, and the Project. <br /> NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br /> Section 1. The City Council finds that the above recitals are accurate and constitute <br /> findings in this matter and, together with the Staff Report and the application materials, <br /> including without limitation the Initial Study, development plans, and all other documents, <br /> reports, studies, memoranda, maps, oral and written testimony, and materials in the City's <br /> file for the applications and the Project, and all adopted City planning documents relating <br /> to the Project and the property including the City's General Plan, Municipal Code, <br /> Downtown Precise Plan, Downtown Precise Plan EIR, other applicable City laws and <br /> regulations, and all associated approved and certified environmental documents, have <br /> together served as an adequate and appropriate evidentiary basis for the findings and <br /> actions set forth in this Resolution. <br /> Section 2. Initial Study Checklist ("IS"): The City Council finds that: <br /> a.
