The Project and improvements comply fully with all applicable standards of the <br /> DTPP; and <br /> d. The Project and improvements comply with all but nine (9) guidelines of the DTPP. <br /> The aspects of the Project which do not conform to the guidelines of the DTPP <br /> nonetheless adequately promote the overall intent of the DTPP. <br /> Section 5. Parking In-Lieu Application: The City Council finds that: <br /> a. The Project encourages employees and visitors to walk from off-site parking and <br /> transit facilities to the project site, thereby reducing automobile trips and parking <br /> demand, which would overall be beneficial to the Downtown community. <br /> Section 6. The Tentative Parcel Map, Downtown Planned Community Permit, Parking <br /> In-Lieu Application, Disposition and Development Agreement by and between the City <br /> and the Developer are hereby approved by the City Council based on the City Council's <br /> consideration and reliance on the Initial Study (IS) and Downtown Precise Plan EIR and <br /> in accordance with the plans, details, descriptions, and conditions of approval attached <br /> hereto and incorporated herein by reference. <br /> Section 8.
