<br /> I . , . - <br /> Debbi Jones-Thomas, Housing Coordinator, presented the staff report, and advised <br /> that the City had received a total of $979,000 as its annual Community Development <br /> '----' Block Grant HUD allocation. This amount was $2,221 higher than expected and <br /> Coordinator Jones-Thomas suggested that the Council put that difference into a <br /> contingency account for allocation at this meeting or at a later date. She showed <br /> overheads listing the Housing and Human Concerns Committee recommendations (see <br /> Exhibit I attached.) <br /> Councilman Claire referred to the Report and asked why Shelter Network was <br /> required to provide information on clients placed in shared versus independent housing <br /> when other recipients were not. <br /> Housing Coordinator Jones-Thomas advised that the City was required to submit a <br /> Consolidated Plan which looks at the needs within the City and finds gaps in service. <br /> The Plan then tries to target resources to fill those gaps in the following year. The Plan <br /> requires Shelter Network to provide that data simply as an administrative operation, <br /> and in fact, any program funded under "Housing Activities" would be required to <br /> report similar information, as does HIP, etc. HHCC discussed this requirement and it <br /> was understood that this was only an administrative matter not a determining factor of <br /> need, service nor funding. <br /> 2) Open Public Hearing; <br /> ---- Mayor Hartnett declared the public hearing open at 8:14 p.m. <br /> 3) Hear Public Comment; <br /> Collette Drane-Hoffman, representing Ellipse Peninsula Aids Services, thanked the <br /> Council and HHCC for the recommended funding, and said Redwood City's CDBG <br /> program should be a role model for other cities; <br /> Barbara Kalt, representing Catholic Charities and Rosener House, thanked the <br /> Council and HHCC for the recommended funding, and said that last year 60 Redwood <br /> City families were helped through the CDBG funding; <br /> Cassandra Benjamin, representing Shelter Network, transition housing, thanked the <br /> HHCC and Council for the recommended funding of $70,556 and asked that the full <br /> request of $80,000 be honored. Ms. Benjamin advised that these funds were leveraged <br /> against funds from other sources and were vital to Shelter Network. In response to the <br /> issue of shared housing Ms. Benjamin said shared housing can be permanent housing, <br /> especially for single moms with children.
