<br /> Paul Cohen, staff attorney representing La Raza Centro Legal, thanked the HHCC and <br /> Council for the recommended funding of $5,000 and asked that the full request be <br /> honored. Mr. Cohen described La Raza's services in Redwood City and the need for <br /> the full amount of the request. Vice Mayor Howard, former member of the HHCC <br /> and current Council representative to the Committee, described the "in-kind" gifts <br /> given to many organizations including La Raza in the form of free office space in the <br /> Fair Oaks Community Center, and advised that the Council also supports Legal Aid <br /> which also offers services to Spanish speaking Redwood City residents. <br /> Loriana Kastrop, member of the Housing and Human Concerns Committee" <br /> described the diligence and sensitivity of the Committee Members in their <br /> deliberations over the proposed recommendations, how difficult it was to divide <br /> money amongst deserving yet competing services, and promised the Council that the <br /> Committee gave it its best effort. <br /> Stephanie Dean, Vice Chair of the HHCC, described the zero-based budget approach <br /> the Committee used to determine need, and agreed that the list of recommendations <br /> was the Committee's best effort. <br /> Mayor Hartnett asked if anyone else wished to speak to this issue. No one came <br /> forward. <br /> 4) Close Public Hearing; <br /> MIS: LEIPZIG/HOW ARD TO CLOSE THE PUBLIC HEARING. <br /> CARRIED BY UNANIMOUS VOICE VOTE AND HEARING CLOSED AT 8:26 P.M. <br /> MINUTE ORDER NO. 96-103 <br /> 5) Council action; <br /> a) MIS: LEIPZIG/HOWARD. TITLE READ. <br /> RESOLUTION APPROVING ONE YEAR ACTION PLAN FOR THE <br /> CONSOLIDATED COMMUNITY DEVELOPMENT BLOCK GRANT PLAN OF THE <br /> CITY OF REDWOOD CITY (APPLICATION FOR FEDERAL ASSISTANCE - <br /> COMMUNITY DEVELOPMENT BLOCK GRANT); CERTIFYING THAT THE CITY <br /> HAS FOLLOWED ITS ADOPTED CITIZENS PARTICIPATION PLAN; AND <br /> AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING <br /> THERETO (FISCAL YEAR 1996-97) <br /> Councilman Leipzig, former member of the HHCC, said he knew what a difficult job <br /> it was to allocate funds between worthy projects. He recommended that the <br /> unexpected $2,221 the City received be sent back to HUD.
