Councilman Ruskin addressed the concerns of the speakers and said the Council had
already made the decision to retain the trees, and the use of lighter pavers as a unifYing
effect outweighed the concerns of any small food spillage.
Terry Bottomley said the issue of food spillage was more a matter of maintenance than
the light color of the interlocking pavers, and the edge along the building frontage could
track the buildings, but the edge along the sidewalk would be straight.
MIS: LEIPZIGILA BERGE TO APPROVE THE COUNCIL STREETS COMMITTEE
RECOMMENDATION AS SUBMITTED BY COUNCILMAN/CHAIRMAN RUSKIN: "The
blocks already partially paved with interlocking pavers will be completed with the same
interlocking pavers except that the design will be minimally enhanced. In those blocks
without planters a spotted pattern will be introduced; in those blocks with planters, in
addition to the spotted pattern, light pavers will unifY the planter areas. Those blocks
currently without interlocking pavers will be repaved with newer interlocking pavers in a
new design complementing the design on the other blocks. In all blocks there will be a
narrow concrete band around the planters and tree grates and a wider concrete edging
along building frontage."
CARRIED BY UNANIMOUS VOICE VOTE.
MINUTE ORDER NO. 96-111
Mayor Hartnett thanked the Streets Committee and staff for their major effort in
completing the downtown streetscape.
Councilman Ruskin thanked his fellow Committee members Councilman Claire and
especially Councilman Leipzig for his long hours; and staff members, Senior Engineer
Lynch, Community Development Director Nelson, Redevelopment Specialist Cady,
Engineering Manager Patterson, Engineer Buck, City ArboristlPW Superintendent Gordon
Mann, and Mr. Bottomley for their quality work and quality team work.
Senior Engineer Lynch reported on the Council's request to examine the raised planters
along Broadway and how many if any should be removed. He stated that staffs
recommendation was to keep all of them, with one exception: the planter in the plaza near
the new historical sign should be removed and replaced with a street level tree. In answer
to Council questions, Engineer Lynch said the planters would be replaced with the new
shape, and some street level trees in the 2600 block would have to be removed due to
disease, but would be replaced.
In answer to Council questions, Engineer Lynch said the planter in front of Spanky's is
still being negotiated.
MEMO 5/23/96
MINUTE BOOK NO. 54
page No. 244
Special Meeting Minutes
May 22, 1996
Page 5
