<br /> City stating that the City cannot make any laws....respecting this particular house as long <br /> as there are only six people being taken care of." <br /> Vice Mayor Howard said that after reading the report and hearing the speakers her <br /> concerns about the safety of the children were assuaged and she felt there were obvious <br /> ways to address and monitor these issues, including adequate supervision. Vice Mayor <br /> Howard said that $5,000 for the two or three families already helped by Bethsaida was a <br /> good investment. She said "I think that's a great bang for the buck." <br /> In response to Council questions, Coordinator Gonzalez explained that operational costs <br /> referred to education, gasoline, dental care, eye care, etc. Ms. Pribyl said the Nordby's <br /> built a beautiful fence after Bethsaida bought the house and there is no need for a parallel <br /> fence. <br /> In response to Council questions, City Attorney Schricker stated the requirement of a <br /> maximum of six residents and two staff members was already incorporated in the <br /> agreement under Exhibit B. "Paragraph 3 of the agreement provides that 'no changes in <br /> the program described in the agreement shall be made without prior written consent of the <br /> City', and the program described is the program set forth in Exhibit B which consists of <br /> three adults and three children.....The remedy (to a violation of the six resident <br /> requirement) would be to withdraw the money, we cannot close the facility down." City <br /> Attorney Schricker said that if Bethsaida wanted to expand to a greater number of <br /> residents they would have to apply to the City for a permit, depending on the state <br /> category.
