. . I . -
In answer to Council questions, Coordinator Gonzalez explained that the $10,290
recommended CDBG funding FY 1994/95 had not been released because Bethsaida
- cannot find a contractor to build an exterior fire escape for that amount of money. She
acknowledged that the Redwood City Fire Department had recommended that amount.
Mayor Hartnett called upon those people in the audience who wished to speak to this
issue.
Sister Nena Fazio, 2033 Jefferson Avenue, described the successful transition of
Bethsaida's first family members who are now employed and in school; and the two new
families of two single mothers and their four children.
Trish Nordby, 2025 Jefferson Avenue, distributed a memo to the Council, and referred to
earlier Fax's and memos she had sent regarding this matter. Mrs. Nordby advised that the
children staying at Bethsaida climbed on her fence and were trespassing on her property,
and said that was one of the big issues that bothered her tremendously. She cited safety
issues regarding their trespassing. Mrs. Nordby said the children were unattended and
could create a safety hazard. Responding to an item in the staff report she said no parallel
fence had been built. Mrs. Nordby asked the Council to insist on the maximum of six
residents and two staff. She said she and some of her neighbors in the audience would
prefer this funding to go to an agency that could help more than six people, such as Shelter
Network.
--- Peggy Pribyl, 563 Santa Clara Avenue, Redwood City, President of the Board of
Bethsaida Family Living Home, distributed a memo to Council, and said Redwood City
staff confirmed that as long as there are a maximum of six residents and two staff members
the property was exempt from the City's zoning requirement. Ms. Pribyl stated that their
children were under supervision at all times, and there was no need for a parallel fence as
the one built by the Nordby's was quite adequate. Ms. Pribyl said Bethsaida accepts only
legal residents and sticks to the six residents maximum. In answer to Council questions,
Ms. Pribyl said families can stay up to two years; Bethsaida was asking for funds not for
operating costs, but things like medicine and doctor's visits; and, the only objections they
have received were ftom Mrs. Nordby, and nothing in writing.
MIS: RUSKINIHOWARD. TITLE READ.
RESOLUTION APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT WITH
BETHSAIDA FAMILY LIVING HOME AND RELEASING THE $5,000.
Councilman Ruskin said whenever an issue "like this comes up it is always difficult to
know what to do.....One of my guiding principles has been....in terms of the Housing and
Human Concerns Committee which does an excellent job, not to second guess their
decisions; and this was a recommendation made by the full Committee...and so long ago
that when it was made I was a member of that Committee.....The second is that it is a past
~ allocation....In this case the County has set up the house and state law....supersedes the
Special Meeting Minutes MINUTE BOOK NO. 54
June 3, 1996
Page 10 Page No. 261
