Mayor Hartnett described
how impressed other cities' elected officials were with the beautiful, new Community
Center, and especially with the fact that the City did not have to borrow money to build it.
He thanked Vice Mayor Howard for doing most of the hosting duties, and Council
Members La Berge and Ruskin for attending.
______n______n______---------------------------------------______n---___n_n______-----------------______n__--------
8. STAFF REPORTS
A Approval of 1994/95 Human Services Financial Assistance Program funding for Bethsaida
Family-Living Home, and execution of agreement. (304)
REPORT: Fair Oaks Community Center Coordinator Gonzalez, June 3, 1996
Fair Oaks Community Center Coordinator Gonzalez presented the staff report and
advised that the HSFA had recommended $5,000 funding for Bethsaida in fiscal year
1994/95. Coordinator Gonzalez reported that the Council, after listening to public
concerns, reserved the HSF A money and the CDBG funding also, and decided to withhold
the funds until a public hearing could be held.
In answer to Council questions, Coordinator Gonzalez advised that the original
agreements, both City and County, restricted the maximum number of residents to six plus
two staff members. Coordinator Gonzalez explained the delays in scheduling the public
hearing involved staff time and there was a transition period when the first family moved
to its own place and a new family of two single mothers and their four children moved in.
Coordinator Gonzalez described the last County funding in 1994 for acquisition of the
house. She advised that Bethsaida's request for HSF A funding (HHCC reviews and makes
recommendations to the Council) for FY 1996/97 will be before the Council during the
upcoming budget sessions.
MINUTE BOOK NO. 54 Special Meeting Minutes
Page No. 260 June 3,1996
Page 9
