I - No one from the public wished to address this issue. - MIS: LEIPZIGIHOW ARD TO APPROVE MURAL GUIDELINES AND REVIEW PROCESS Councilman Ruskin offered the following amendments to the motion: "Under Step I, Application, changing B to read Artist's boards of conceptual design, dimensions and actual colors, and under Step 3 change B to precise artist's boards to scale of design as it will appear including actual color and dimensions; Under C specific nature of materials and lighting; Under Design, murals are not billboards, they must be non-commercial and tie into an existing theme or community image; adding second item, murals must reflect a high level of artistic skill; and under Process, the first point, artist's must submit a proposal including artist's boards depicting design, dimension, actual color and materials to be used in final artwork." Chairperson Piulle said the intent of the amendments were included in the guidelines and process, and they did not want to make them so wordy that artists would think it wasn't worth the trouble to go through the process.
