Mayor Hartnett referred to the Report and said this playground project had never been a
part of the original Red Morton Community Center Project, but it was a project "the
Council had determined was something desirable to do."
Mayor Hartnett said Redwood City Councils did not have a history of supporting a
'piecemeal" approach to projects.
MIS: LEIPZIGIHOW ARD. BOARDS, COMMISSION AND COMMITTEE REPORTS
A. Report from the Civic Cultural Commission regarding guidelines for acquisition of murals;
REPORT: Civic Cultural Commission Chairperson Piulle, June 3, 1996
Chairperson Piulle presented the staff report and in response to Council questions advised
that actual visual representations would be required for review, including actual boards,
paints and other media. Chairperson Piulle described how the Civic Cultural Commission,
Architectural Advisory Committee and Planning Division worked together to develop the
proposed guidelines and review process and how the three entities would oversee the mural
program in Redwood City: A private mural request, if approved by the Commission and
Committee, would be issued a permit by the Planning Division, and a public mural request,
if approved by the Commission and Committee, would be forwarded to the City Council
for final approval.
In answer to further questions from Council, Chairperson Piulle said this process was
designed for large eye-catching murals, and smaller artistic expressions would likely not be
affected; promulgation of the guidelines and process had not been discussed; Palo Alto's
guidelines were similar to what the Civic Cultural Commission and Architectural Advisory
Committee had developed although the Palo Alto Council does not participate; the
assumption was that every artist would submit his/her best and it would be of the highest
quality; the guidelines would probably not "catch everything" and they do not address the
issue of unpopular murals.
MINUTE BOOK NO. 54 Special Meeting Minutes
Page No. 258 June3,1996
Page 7
