He said a one- <br /> gallon bucket of water from your tap at home would cost II3 of a penny. <br /> Superintendent Rosas added that the increases for the big water users wiIl reinforce the <br /> message that the more water you use the more you pay. "Water in the gutter is money <br /> down the drain." <br /> 2) Open public hearing; <br /> Mayor Hartnett declared the public hearing open at 8: 17 p.m. <br /> 3) Hear public comment; <br /> a. Peter Hughes, 18 Admiralty, Redwood City, spoke in opposition to the proposed <br /> Option No.1 basic service charge and rate increase. He stated it was a thorough <br /> report, he agreed with the seven principles, but said "this is an increase in taxes <br /> issue." Mr. Hughes said Option No. I brought in an additional $800,000, Option <br /> 2 brought in the same amount but over 2 years, and Option 3 didn't change things <br /> very much nor did it increase the emergency reserves as quickly. <br /> --- b. Bill Korbholz, 640 Lakemead Way, Emerald Lake Hills, congratulated the <br /> Council Committee on the Report and the thoughtful and open minded approach <br /> the Committee and staff used to address this issue. Mr. Korbholz said the city was <br /> managing a water district that also comprised areas in Emerald Lake Hills, San <br /> Carlos, Woodside and North Fair Oaks. He said he believed Option No. I was a <br /> reasonable approach and urged Council to adopt it. <br /> 4) Close public hearing; <br /> MIS: CLAIREILEIPZIG TO CLOSE THE PUBLIC HEARING <br /> CARRIED BY UNANIMOUS VOICE VOTE AND HEARING CLOSED AT 8:20 P.M. <br /> MINUTE ORDER NO. 96-128 <br /> 5) Council action; <br /> Councilman Claire addressed the issue of water rates being considered as taxes, and <br /> stated that Proposition 13 adopted in 1978 "specifically separated out enterprise funds <br /> from taxes. Prop 13 said 'run it like a business.' We are doing that. The enterprise <br /> fund, under Prop 13, is not a tax....it cannot take from the general fund as was common <br /> practice prior to 1978."
