<br /> Park and Recreation Supervisor GonazIez, Fair Oaks Community Center Manager, <br /> presented the Report. Supervisor Gonzalez reviewed the process and the <br /> recommendations, and stressed how diligently the Housing and Human Concerns <br /> Committee worked to make the difficult decisions between competing but deserving non- <br /> profit organizations. She said the HHCC received 25 requests for $358,600 but followed <br /> Council direction and stayed within the $204,000 budget. <br /> Supervisor Gonzalez described how helpful it was to consider both the CDBG grants and <br /> the HSF A funding together. She explained that the United Way had cut a total of <br /> $250,000 worth of funding ITom non-profit agencies in Redwood City which had increased <br /> the requests for HSFA and CDBG funds. <br /> Park and Recreation Superintendent Centeno advised that staff was recommending one <br /> modification of the HHCC recommendations and that was to Target Education and <br /> Welfare Council, the Senior Center. This agency was severely impacted by the United <br /> Way cuts. She asked that Council not change the HHCC recommendations, but direct staff <br /> to enter into a six months contract with TEWCI to review the needs of seniors and together <br /> produce recommendations for senior services at Fair Oaks Community Center. <br /> Mayor Hartnett called upon those members of the audience who wished to speak to this <br /> issue on the agenda. <br /> Diane Smith, Admissions Director of Kainos Home and Training Center, thanked the <br /> HHCC for its funding recommendation. <br /> Edward Becks, representing TEWCI, said the Board of TEWCI understands the 6 month <br /> contract proposal "to review the issues and concerns around providing services for <br /> seniors." Mr. Becks discussed the severe impacts on TEWCI precipitated by the United <br /> Way cuts. He thanked the Council for Redwood City's support since 1968 and said <br /> TEWCI's services are not duplicated by any other agency in San Mateo County. He <br /> described the unique relationship TEWCI had with the City and the County of San Mateo. <br /> Mr. Becks described some past fund raising activities of TEWCI, and its willingness to <br /> turn its efforts to the Senior Center. He expressed his confidence that the six months <br /> contract would be fruitful for everyone concerned. <br /> Mayor Hartnett thanked the speakers and asked the Council for comments. <br /> Councilman Claire asked for an addition to the HHCC recommendations. He said that <br /> Shelter Network was the manager of the City's homeless families program and had <br /> requested $213,400 ITom the HSF A program, HHCC had recommended $204,000. <br /> Councilman Claire said the "small pie" HHCC had to administer resulted in the $204,000 <br /> recommendation. He asked that the additional $9,400 be granted so Shelter Network <br /> could leverage those funds at a 3 to I ratio which would result in a total of $28,000 plus <br /> MINUTE BOOK NO 54 ITom other.sources, m~in!y HUD.
