I . - <br /> Councilman Leipzig said that all the HSF A requests were ftom worthy organizations and <br /> - he was always impressed by the number of agencies in Redwood City helping people. <br /> Councilman Leipzig said he had some concerns regarding overlapping services. He said <br /> that Shelter Network was a deserving organization, but based on the overview of the <br /> HSFA budget, the Council needed to look at trimming and saving some money. <br /> Councilman Leipzig said the previous Council set $204,000 as the limit and this Council <br /> needed to be responsible and "stick with that (amount.)" <br /> Stephanie Dean, Vice Chair of the HHCC, said that if the Council had wanted to allocate <br /> more money for the HSFA program she felt the HHCC should have had the opportunity to <br /> make a recommendation for those funds. Vice Chair Dean said many of the requesting <br /> organizations had leverage opportunities. She said Shelter Network was a very deserving <br /> organization, but the Council gave the HHCC a limited budget and the Committee worked <br /> hard to stay within that amount. Vice Chair Dean said if the Council allocates additional <br /> funds after the HHCC has gone through the agreed upon process, "it makes us feel that our <br /> recommendations are not being given the full credit (they deserve.)" <br /> Councilman Claire said that amending or modifying HHCC's recommendations had <br /> taken place many times in the past. He said that is what the budget process is for. He <br /> reminded everyone that he had said during the review of the CDBG grants earlier in the <br /> year that if he "could not find the $9,400 in the block grant program (he) would bring it <br /> back at budget time under the Human Services Financial Assistance program." <br /> - <br /> Vice Mayor Howard asked the members of the HHCC to stand up and be recognized. <br /> They received a round of applause. Vice Mayor Howard said that not every city on the <br /> peninsula receives CDBG funds, nor do many give the funds to non-profits as Redwood <br /> City does. She added that there are only two cities on the peninsula, Foster City and <br /> Redwood City, that fund financial assistance programs ftom their general funds: This year <br /> Foster City allocated $13,000 and Redwood City allocated $204,000. Vice Mayor Howard <br /> said that the HHCC had told Shelter Network the City would like to help them find <br /> funding ftom other sources, and she was aftaid the Council would be sending the wrong <br /> message if funding was increased for Shelter Network at this time, but not the other <br /> twenty-five recipients. <br /> MIS: CLAIREIBUCHAN TO DIRECT STAFF TO INCREASE THE HSFA PROGRAM TO A <br /> TOTAL OF $213,400 WITH AN ADDITIONAL $9,400 TO THE SHELTER NETWORK <br /> Councilman Claire said there was a difference between the other agencies and Shelter <br /> Network. He said a previous Council had invited Shelter Network to run a program for <br /> homeless families in Redwood City. Councilman Claire said "while we didn't guarantee <br /> it, it was implied that we would help them out as much as we could.....Funding is drying <br /> up... I think the City has to make a decision whether (we) want to keep that facility in <br /> - operation.....We invited them here for a noble cause...and prior Councils have supported <br /> them."
