No one else wished to speak. <br /> Mayor Hartnett asked his Council coIIeagues for their cornments or questions on the <br /> presentation so far. <br /> In response to Council questions, Finance Director Ponty said this budget did not include any <br /> revenues nor expenditures regarding the Ampex property or Pacific Shores but did include a <br /> new NPDES fees program. Director Ponty said the NPDES program was slated for FY <br /> 1997/98. Public Works Director Ingram said the proposed NPDES fees were calculated on a <br /> range staff felt the Council would approve based on the feedback from the Council last year, <br /> and the goal was to remove from the General Fund the entire cost of NPDES related storm <br /> water activities. The range is a starting level to provide flexibility to provide more revenues. <br /> Mayor Hartnett summed up the NPDES program proposal saying there would be no effect on <br /> revenues in the FY 1996/97 budget; and in FY 1997/98 the proposed negative fund balance of <br /> $235,000 includes NPDES fees of $469,000 in revenues. If the Council did not adopt the <br /> NPDES fees the negative fund balancF: would be upwards of $700,000. Mayor Hartnett stated <br /> that would be true unless the Council made different choices in revenue or expenditure <br /> programs. <br /> ......... In response to Councilman Leipzig's questions, Mayor Hartnett explained that this program <br /> was rejected last year by the Coundl, but staff was directed to bring the program back for <br /> review during the budget process. <br /> Mayor Hartnett caIIed on members of the audience who wished to speak to the FY 1996/97 <br /> and 1997/98 budgets. <br /> Pete Hughes, 18 Admiralty Court, Redwood City, said he would apologize in advance for his <br /> stand against taxes. He said he was delighted about the new Fire Station and the new <br /> Community Center and School in Redwood Shores, and felt that Redwood Shores was finaIIy <br /> getting its share of the pie. Mr. Hughes expressed his concerns about the foIIowing: <br /> . In 1993/94 actual revenues were $80M and in 1995/96 $1 OOM, which all came from taxes; <br /> . NPDES would be an urmecessary tax increase.
