ADOPTED BY THE FOLLOWING ROLL CALL VOTE:
AYES: COUNCIL MEMBERS BUCHAN, CLAIRE, HOWARD,
LA BERGE, RUSKIN AND MAYOR HARTNETT
NOES: COUNCILMAN LEIPZIG
b) MIS: BUCHAN/CLAIRE TO APPROVE CONCEPTUAL APPROVAL OF THE
1997/98 FISCAL PLAN AND WHICH DIRECTS STAFF TO PRESENT COUNCIL
WITH A RECOMMENDA nON TO INCREASE BUILDING PERMIT FEES.
Mayor Hartnett said "I can't for the life of me imagine why one would have to
(label as a tax) when you charge for something that you pay for. We pay for water
for example, and I don't think it is a tax when we charge people for the delivery of
that water. I recognize that certain people think that any time a government
charges anything it ought to be equated as a tax. I happen to disagree with that. I
agree with Councilman Claire....the increase in building fees, even should we
increase them, will not cover our costs in delivering those services. I don't see
that as a tax. With respect to the NPDES fees, that is a proposal that will come
before us with some specific figures and details with an opportunity to approve or
disapprove it. I think it is important however that we note with a conceptual
approval of this motion....we will have come back to us certain budget issues, and
quite frankly, although we have been presented with over $400,000 in options
regarding service level reductions which would save us money, no Council
Member has made a motion to select from any of those, a specific budget
reduction. We can certainly hear those in the course of the year if Council
Members choose to do that."
Vice Mayor Howard said Redwood City has the lowest fees in two counties, and
this would be the first increase since 1988. Vice Mayor Howard said it was
important to have enough money coming in to support the proactive approach
everyone wants to take in code enforcement.
ITERATION OF THE MOTION:
MIS: BUCHAN/CLAIRE TO APPROVE CONCEPTUAL APPROVAL OF THE
1997/98 FISCAL PLAN AND WHICH DIRECTS STAFF TO PRESENT COUNCIL
WITH A RECOMMENDATION TO INCREASE BUILDING PERMIT FEES.
CARRIED BY THE FOLLOWING ROLL CALL VOTE:
AYES: COUNCIL MEMBERS BUCHAN, CLAIRE, HOWARD,
LA BERGE, RUSKIN AND MAYOR HARTNETT
NOES: COUNCILMAN LEIPZIG
MINUTE ORDER NO. 96-168
- - -- - - - -- - - - - - -- -- -- - -- -- - -- - - - -- - -- -- - --_no _m-- -------- - -- - -- - -- - - - - --- - -- - -- - -- - - - - - - - -- - - - - - - - ----- - - - -- - - - -- - -- -- - - - -- -- - - - -- -- - -------
REGULAR MEETING JULY I, 1996
MINUTES PAGE 11
MINUTE BOOK NO. 54
Page No. 353
