<br /> ADOPTED BY THE FOLLOWING ROLL CALL VOTE: <br /> AYES: COUNCIL MEMBERS BUCHAN, CLAIRE, HOWARD, <br /> LA BERGE, RUSKIN AND MAYOR HARTNETT <br /> NOES: COUNCILMAN LEIPZIG <br /> b) MIS: BUCHAN/CLAIRE TO APPROVE CONCEPTUAL APPROVAL OF THE <br /> 1997/98 FISCAL PLAN AND WHICH DIRECTS STAFF TO PRESENT COUNCIL <br /> WITH A RECOMMENDA nON TO INCREASE BUILDING PERMIT FEES. <br /> Mayor Hartnett said "I can't for the life of me imagine why one would have to <br /> (label as a tax) when you charge for something that you pay for. We pay for water <br /> for example, and I don't think it is a tax when we charge people for the delivery of <br /> that water. I recognize that certain people think that any time a government <br /> charges anything it ought to be equated as a tax. I happen to disagree with that. I <br /> agree with Councilman Claire....the increase in building fees, even should we <br /> increase them, will not cover our costs in delivering those services. I don't see <br /> that as a tax. With respect to the NPDES fees, that is a proposal that will come <br /> before us with some specific figures and details with an opportunity to approve or <br /> disapprove it. I think it is important however that we note with a conceptual <br /> approval of this motion....we will have come back to us certain budget issues, and <br /> quite frankly, although we have been presented with over $400,000 in options <br /> regarding service level reductions which would save us money, no Council <br /> Member has made a motion to select from any of those, a specific budget <br /> reduction. We can certainly hear those in the course of the year if Council <br /> Members choose to do that." <br /> Vice Mayor Howard said Redwood City has the lowest fees in two counties, and <br /> this would be the first increase since 1988.
