During the first four years after the effective date of the agreement Electronic Arts is <br /> limited to 890,000 square feet of the total of the 1,050,000 square feet project. This <br /> limit was placed to coincide with the construction of the Highway 101 auxiliary <br /> - lanes and the traffic assessment district which should be well underway in four <br /> years. <br /> Director Passanisi said the staff and the Planning Commission believe the <br /> development agreement provides benefits and safeguards to the City while providing <br /> the developer certain guarantees to build the project. <br /> Michael McClintock, Associate Vice President with P&D Aviation, 1000 Broadway, <br /> Oakland, the City's aviation consultant, presented an outline of his complete report of <br /> over 100 pages on file in the Planning Division. Mr. McClintock said "The proposed <br /> location of the 10-story office building, or any other building on the project site over <br /> 100 feet in height, would not create a hazard for aircraft when using airspace above the <br /> building to make safe approaches under both normal and inclement weather conditions <br /> (including Special VFR conditions.) This was confirmed by the FAA's recent <br /> aeronautical study and 'no hazard' determination....The proposed Electronic Arts <br /> Master Plan project would be compatible with the safe and efficient operation of San <br /> Carlos Airport within the range of allowable airport operating conditions and existing <br /> noise, safety, airspace protection, or overflight criteria. It would not subject people or <br /> property on the ground to undue or excessive risk from potential aircraft accidents or <br /> noise, nor would it pose a demonstrated risk to the safety of aircraft in flight." <br /> - <br /> Jim Daisa, Associate Engineer of Fehr & Peers Associates, Transportation <br /> consultants, Lafayette, showed overhead transparencies and said the purpose of the <br /> study was to update the 1975 Environmental Impact Report in the area of existing <br /> conditions, and cumulative conditions, and evaluated impacts due to the change in the <br /> size of the project, and the study recommended mitigations to mitigate significant <br /> impacts. Mr. Daisa emphasized a major assumption of the study: "The traffic study <br /> assumed 100% build-out of all planned development in Redwood Shores, residential, <br /> commercial, etc." Mr. Daisa showed overheads with tables demonstrating <br /> significantly more peak hour traffic generated by parcel by parcel development as <br /> compared to a single tenant. <br /> Mr. Daisa discussed the impacts of increased traffic to significant levels on: Redwood <br /> Shores Parkway at Twin Dolphin Drive and Bridge Parkway, and the interchange ramp <br /> at Highway 101 at Redwood Shores Parkway.
