<br /> Commission reviewed and approved the Master Plan for the Electronic Arts project in <br /> Redwood Shores. The project consists of six office buildings totaling one million <br /> square feet, and a fifty thousand square feet special purpose building along with three <br /> parking garages. The Planning Commission on June 19, 1996 certified a technical <br /> addendum to the 1975 Environmental Impact Report which consists of an aviation <br /> safety study and traffic study, which combined with the 1975 EIR constitute the <br /> environmental documents necessary for the project. The Commission also approved <br /> the Planned Development Permit which allows the height of three buildings to exceed <br /> the maximum 100 feet limit allowed in that zoning district. It also approved the <br /> vesting tentative map and recommended Council approval of the development <br /> agreement. Director Passanisi said the staff and the Planning Commission believe the <br /> project is of high quality and warrants the granting of a planned development permit. <br /> Director Passanisi advised that the Consultant hired by the City to determine if the <br /> project would pose a hazard to a pilot using San Carlos Airport, concluded that it did <br /> not pose a hazard. He said this was confirmed by the FAA report. <br /> Director Passanisi acknowledged there would be increased traffic arising from this <br /> development. He added that the subject traffic study concluded that with certain <br /> mitigation measures, traffic impacts would be mitigated to acceptable levels of service. <br /> A traffic assessment district and construction of Highway 10 I auxiliary lanes are part <br /> of the proposed mitigations. <br /> Director Passanisi highlighted items in the proposed development agreement: <br /> . The developer will have to participate in the traffic assessment district, and based on <br /> the square footage, would be a major contributor; <br /> . The developer wiIl have to contribute to a shuttle to the CalTrain station; <br /> . Each development phase (zone) will have to be reviewed by the Planning <br /> Commission and the Architectural Advisory Committee; <br /> . The developer will have to pay a substantial amount of GlD 1-64 funds, for <br /> example: If they were to come in tomorrow they would have to pay development <br /> fees of $6.5 million towards the GID 1-64 fund: $1.7 for the Shoreline Drive <br /> extension; $1.3 towards the widening of Redwood Shores Parkway; $300,000 to <br /> traffic signals; and the balance would go for parks, levees, etc. <br /> . A certain amount of GID I -64 funds are guaranteed even if building permits are not <br /> obtained. <br /> . The developer wiIl have to contribute $400,000 for a fire station and a community <br /> center in Redwood Shores; <br /> .
