standard that basically adopted the federal standards as its guideline and the Redwood
City General Plan adopts the Airport Land Use Commission standards."
Chairman McCoy reported that "there is record of a 50 foot height corridor for
aircraft departing in the direction of the Oracle and Hotel SofiteI direction. That 50
foot high limit corridor was apparently negotiated at the time the Hotel SofiteI was
built, and it appears at that time that the City and the pilot community came together
and said 'this is what we consider to be required for safe aircraft operations.' There is
no evidence that the pilot community asked for or negotiated a wider restriction, say at
a 100 foot limit, so it appears that a combination of the Airport Land Use Commission,
federal standards and this extra 50 foot corridor was negotiated....and apparently
people reached consensus at the time of that project that that was adequate. The
bottom line was we did not feel it was proper for us (Planning Commission) to impose
arbitrarily any more stringent safety restrictions on aircraft operations."
Chairman McCoy said "we approved this project and a Planned Development permit
alIowing for those variances in exchange for the positives: the architecture, commute
impact and a major tenant wilIing to work with the City versus the potential impact of
an 890,000 square foot project that would have conformed with the plan and not been
subject to review and negotiations......I consider the project itself to be a big positive
for Redwood City."
2) Open public hearing;
Mayor Hartnett opened the public hearing at 9:30 p.m.
3) Hear public comment;
Mayor Hartnett calIed upon those members of the audience who had been sworn in
earlier in the evening and wished to address the Council on this matter. First, the
project applicant.
Jim Healy, Vice President of Operations, Electronic Arts, project applicant, 1450
Fashion Island Drive, San Mateo, said he was pleased to bring this project to the
Council after an exhaustive review by the Planning Commission. He reported that the
Commission focused on four key issues: Who is Electronics Arts; What are the plans
for the site; Aviation; and Electronic Arts' plans to mitigate traffic. Mr. Healy said EA
is the world's largest independent producer of interactive entertainment software, their
products are wholesome and can be played by kids of alI ages. Mr. Healy said over the
last decade their revenues had grown on an average of 25% per year, and today they
generate almost one-half billion dollars of revenue per year. Electronic Arts needs a
permanent home, one that can accommodate their expected growth into the next
century, and a workplace that will give them an advantage in the competition for top
n - _m - -- - - - - - -- -- - -- -- - - - -- - -- -- - -- - - - - - - -- - -- - _m- - -- - - - ---mmmmn n- - -- - -- - -- - -- - -- - -- - -- - m - --- - ---on - -- - - - -- - - - -- -- - - m - - - ---
REGULAR MEETING JULY1,1996
MINUTES PAGE 17
MINUTE BOOK NO. 54
Page No. 359
