. . . -

creative talent. Mr. Healy added that location and facilities are used to entice the best
and the brightest. He said EA proposes a beautiful campus designed by world class
- architects, nestled among redwood groves and lots of green open spaces. Mr. Healy
said the most spectacular master plan design was submitted by Skidmore Owings and
Merrill.
Mr. Healy addressed the aviation issue. He agreed with the San Carlos Airport Pilots
Association that the FAA should be the final authority on any air safety issues about
that air corridor and the proposed EA buildings. He said "the FAA conducted a
detailed review including the unusual steps of formally soliciting public comment.
They flew an analyst up from LA to visit the site. I am delighted that the FAA
determined our buildings were neither hazards nor obstructions to aviation.....No
acknowledged expert has identified any safety questions about our project....EA values
the San Carlos Airport and we are prepared to discuss pilot's concerns at any time in
an effort to arrive at common ground." Mr. Healy suggested if anyone has any
questions about air safety they could call EA aviation consultant Art McReddy of the
Flight Safety Institute in Sacramento.
Mr. Healy said traffic problems came to Redwood Shores long before the EA proposal
and would "take some effort to improve the situation." He added that "traffic is a
challenge that can be answered." He reported that a single tenant would produce far
less traffic than a multi-tenant development. "The infrastructure improvements that
will be funded by EA will actually improve the traffic flow in that area....We will
- contribute far more than our fair share to mitigate." Mr. Healy said the majority ofEA
employees "come to work late,.....stay late, and that distributes the traffic load
throughout the day."
Mr. Healy said "as new guys to the neighborhood, we acknowledge two
responsibilities. We need to minimize the amount of traffic that we generate, and we
also need to help pay to modernize the community's roads and freeways to better
accommodate the traffic that does remain. We have extensive plans to do both." Mr.
Healy said at their San Mateo site they have a free shuttle from the east bay and the
CalTrain station, a car pooling program, and EA provides a ride home for employees
who take public transit and have to work late. EA provides lockers and showers and
encourages people to walk or bike to work. Flex time and telecommuting
opportunities are also provided. Mr. Healy said EA plans to encourage their
employees to move into Redwood City by publicizing housing opportunities through
kiosks on campus and a Redwood City page on their internal website.
Mr. Healy said this will be EA's first permanent home in its twelve year history. He
advised EA would "join with the other commercial property owners, not homeowners,
to pay for big ticket items like widening streets, installing lights and other measures to
improve traffic. For the record, EA will support commercial property owner's traffic
'-- - -- - -- m -- -- - -- --- -- - _m- - -- --- --- --- --- - -- - -- - __m_. --- - --- - -- - -_m-- - -- - --- - --- - -- - --- - -- - -- - ----- - -- - -- - -- - -- - -- --- ----- -- - -- -- - -------
REGULAR MEETING JULY 1, 1996
MINUTES PAGElS
MINUTE BOOK NO. 54
Page No. 360
