2. ORAL COMMUNICATIONS
Mayor Hartnett called upon members of the audience who wished to address the Council on
any item not on the Council agenda but within the purview of the Council.
The following speakers said they had formed a committee, the Code Enforcement Group, to
address the issues of code enforcement in Redwood City:
Andrew Kidwell, 262 Edgewood Road, asked the Council to schedule a study session on the
issue of code enforcement in Redwood City within 30 days. He cited ordinances regarding
signage, garbage, waste matter, weeds, and nuisance abatement as his concerns, as well as long-
term parking problems, especially RVs in residential areas.
Colin Flinn, 98 Manor Court, expressed his concerns regarding Redwood City's 5-day parking
limit when the state and neighboring cities have a 3-day limit. Mr. Flinn said the street
sweepers were unable to do their jobs and clean the streets because of this parking situation in
Redwood City.
Roland Giannini, 3727 Country Club Drive, expressed his concerns regarding maintenance of
public rights of way. Mr. Giannini said public rights of way and center dividers are easy places
to start a City clean-up, and a little maintenance can go a long way.
John Carman, Vice President of Cornish and Carey and long time Redwood City resident,
said his concerns included the City's image, the appearance of EI Camino Real, schools and
trash in the streets.
Cliff Keith, 327 St. Francis, a past recipient of a Mayor's Beautification Award, asked that the
City's Building Division, Planning Division, Police, the Council, County, and Redwood City
citizens work together to improve code enforcement in the City. Mr. Keith said it was
important to change the image of Redwood City and the El Camino Real and Woodside Road
corridors were good places to start. He asked for a Council study session on this issue within
30 days.
There were no other speakers.
Mayor Hartnett described the code enforcement component of the proposed FY 1996-97
budget, and advised that the El Camino Real corridor was a priority of the Council. Mayor
Hartnett described the staffs interdepartmental approach to code enforcement, which includes
the community, and advised that there is a continuing effort by Public Works Services Director
Ingram to coordinate meetings in that regard. He advised that staff is already working on
recommended changes to the 5-day parking limit and will bring that issue to the Council in due
course.
-- - -- -- - - - -- _m --- --- m- - - - -- - - - -- - -- - -- -- - -- - _mm - - --m- - -- - -- - -- - --- --- - -- - -- - -- - -- - -- - -- - _m - -- - -- _m- - -- _m - -- _m - -- -- - - - __--m
REGULAR MEETING JULY I, 1996
MINUTES PAGE 5
MINUTE BOOK NO. 54
Page NO. 347
