<br /> . . I . - <br /> Carol Ford referred to the planned development permit and said "this project is not <br /> harmonious as required by Article 46 in the Planning Code. This is one of two <br /> projects in the Shores that would abut private residences. The other is Westport. At <br /> Westport, a site twice as large as this, the developer was required to keep the <br /> - buildings at 2 to 3 stories for many of the same concerns here: shadows, harmony and <br /> compatibility. At this project there are homes on three sides not just one as at <br /> Westport." Ms. Ford said height and shadows do affect people. She said "the <br /> explanation that is unacceptable is that the last plan was worse. ....We ask that you <br /> make another plan with shorter buildings." <br /> Carol Ford said the Shoreline Drive extension was not harmonious as only Electronic <br /> Arts would benefit. "It would be especially bad for Heron Court.... and Hastings <br /> would be very much more congested trying to get in and out of Redwood Shores <br /> Parkway. We of GID 1-64 do not wish to pay for this road, either." She added that it <br /> was not good use of the District's funds even if the homeowners were not going to <br /> pay for it. "This road is not necessary." <br /> Carol Ford said that traffic was a serious problem for everyone who drives the <br /> Peninsula and a nightmare for Redwood Shores residents that will end in gridlock. <br /> She described traffic engineering formulae and said when all proposed development is <br /> factored there will be an additional 64,000 vehicle trips per day before the turn of the <br /> century. Ms. Ford said the Redwood Shores homeowners had been promised reports <br /> on the proposed traffic assessment district and had not received any. She added that <br /> the Mayor's report at this meeting was the fll'st news they had heard about the traffic <br /> - assessment district. Ms. Ford said there are no firm dates for auxiliary lanes on 101. <br /> Carol Ford showed an overhead transparency that listed 17 cities in the greater bay <br /> area with local airports. The next transparency showed a statement, "No airport, city <br /> or county have ever allowed a building this high, 151 feet, this close, less than II3 of a <br /> mile to the runway, in the bay area." Ms. Ford said "we ask that you have a shorter <br /> plan for Electronic Arts and take into consideration the other concerns I have <br /> mentioned." <br /> Jay White, 214 Lorna Road, San Carlos, said he has been flying out of San Carlos <br /> Airport for more than 20 years and represented the California Pilots Association, <br /> dedicated to preserving public airports throughout the state. Mr. White said "the <br /> Planning Commission has acted prematurely in approving the project, and the City <br /> Council is being asked to approve the project prematureIy....The City does not have <br /> legislative authority to approve the project, because no Environmental Impact Report <br /> has been prepared for the project. The California Environmental Quality Act requires <br /> that an agency prepare an ErR whenever there is substantial evidence that a proposed <br /> project may cause significant adverse affects or impacts on the environment. A <br /> current ErR for the Electronic Arts project is required because both the Planning <br /> Commission and your Council has heard substantial testimony....and written <br /> documentation, letters, showing that there is great concern regarding the environment <br /> - as it will be affected by the Electronic Arts project.
