shadowing, and as planned now, the most dominant building is closest to the
residences in Hastings. Mr. AtherIy said it was difficult to envision how high
50% higher really is, and that is why he created the model.
Carol Ford, 360 Bowsprit, Redwood City, President of the San Carlos Airport Pilots
Association, member of the Coalition for Compatible Land Use, and past president of
the board of directors of the Redwood Shores Home Owners, said "safety is our main
concern. Safety for those of us in the airplanes, and those of us on the ground, and the
people in the building. The Pilots Association cannot afford a fancy aviation report....
What we do have are years and many hours of flight time at San Carlos Airport. We
have told you through public testimony and letters, our serious concerns about
safety." Carol Ford said the latest batch of letters to the Council showed 61 of the 70
letters supported the Coalition's position.
Carol Ford asked that Gary Peterson's name be removed from the memoranda
regarding the Coalition for Compatible Land Use and its appeal. She questioned the
wording in the memorandum of July 1 I, 1996, that stated EA prepared response to
comments to all written correspondence and questions raised at public hearings, and
staff has reviewed them and concurs with them. Ms. Ford asked if staff really did
concur with ALL of the responses.
Carol Ford said she had thought staff might have questioned the following: Page 2
to the Responses Relating to the Master Plan received by the City of Redwood City,
February 16, 1996 from the Pilots Association, Richard Newman His letter talked
"about short approaches....and they are over Electronic Arts.... The aviation study
explains that aircraft as low as 105 to 200 feet mean sea level would pass over the top
of existing Paragon buildings with margins of 18 to 56 feet." Carol Ford said that at
the June 19 Planning Commission hearing, the response said "that the traffic pattern
altitude over EA is 800 feet. That is wrong. It is not 800 feet over Electronic Arts.
The idea of the traffic pattern is to ascend and descend. Even not using a short
approach, planes are descending here and could be much lower." Ms. Ford said no
one from EA has responded to Mr. Newman.
Carol Ford referred to the comments from the June 4, Planning Commission, Page
12, No. T-46, and said "It is not about signs.... I know they are not going to put a sign
up. The Architect was talking about having a statement of the
buildings....aesthetics.... This is giving you reasons for the dangerous height of the
building. That is why the aesthetics can not carry the same weight as safety to the
pilots who hope to miss that extra 20 to 51 feet over 100 feet on these buildings. Ms.
Ford said there are many more inaccuracies to the responses.
Carol Ford expressed her concern regarding additional noise, but not reflected noise.
Her concerns refer to noise "from planes moving further into the Shores to keep this
building in sight. This was not studied."
REGULAR COUNCIL MEETING MINUTE BOOK NO. 54 JULY 15, 1996
MINUTES Page No. 383 PAGE 11
